John Sterling Gardner, a NC death row inmate, may have been the victim of incompetent counsel. Sources allege that Bruce Fraser, Gardner's trial lawyer, was under the influence of drugs and alcohol during trial preparation and made no legitimate effort to defend Gardner. Apparently, this is not an isolated incident.
