Abstract:

"Travelers through Cleveland County know Shelby for its traffic logjam, not its small town charm." Construction began on the Shelby ByPass in 2013 but more than a decade later, less than half of the project is finished. The price tag for the project has gone up considerably as well from $194 million in 2012 to 313 million.
