Tom Harrison is currently Travel and Tourism Director for Washington County. A native of upstate New York, his family moved to North Carolina in the early 1970s. He is originator for the North Carolina Black Bear Festival which occurs in annually in the town of Plymouth.

Coastal North Carolina has the world's largest Black Bear population. the event takes place annually on the first Saturday in June and is located in Plymouth, the county seat of Washington County. the mission of the event is to educate the public concerning this valuable natural resource. Tom Harrison is festival founder and director. Other highlights of the 2024 festival include cruises on the Roanoke river aboard the "Albemarle Queen", North Carolina's only paddle wheel boat.
