In 1997, Governor James B. Hunt, Jr. appointed Phil Kirk as chairman of the State Board of Education. His many accomplishments include serving in the General Assembly and as chief of staff for two governors. His term expires March 31, 2005.

Phillip James Kirk, Jr., has been president and secretary of North Carolina Citizens for Business and Industry (NCCBI) and publisher of NORTH CAROLINA magazine from 1989 to the present. His other activities included being a reporter for the Salisbury Post, school teacher, N.C. State Senator, and Secretary of the North Carolina Department of Human Resources. Kirk is featured in this month's NORTH CAROLINA magazine “executive profile.”

Phil Kirk has been president and CEO of North Carolina Citizens for Business and Industry (NCCBI) and publisher of NORTH CAROLINA magazine for the past sixteen years. He resigned recently to pursue other challenges. Kirk has been a chief of staff to two North Carolina governors and a U.S. Congressman, chairman of the North Carolina State Board of Education, and a lobbyist in the General Assembly.

Phillip J. Kirk, Jr. has been a State Senator, an administrative assistant to a North Carolina Governor, and a U.S. Congressman. He is now in his second term as Secretary of the North Carolina Department of Human Resources. When he was appointed by former Governor James E. Holshouser, Jr. in 1976, he was the youngest Cabinet Secretary in North Carolina history.
