Abstract:

Dunaway is author of the two volume book, History of Grist Mills in North Carolina". He explains in this article that both the county and the state had parts in regulating mills owing to their effect on traffic in waterways and flooding of adjacent properties. For grist mills, the state regulated how much the mill owner could charge for his services. The law demanded a toll dish scaled in accordance with the measures kept by the keeper of standars for each county be followed.
