Abstract:

Drug Treatment Courts, which began in North Carolina in 1995 and expanded in 2001, operate on referrals from the traditional courts, alternative sentencing programs and probation officers. They are geared toward non-violent, high-risk, repeat drug offenders, most of whom have been charged with misdemeanors.

Abstract:

Supporters of criminal justice reform are tentatively encouraged by Governor Pat McCrory's annual budget. If his budget is approved, $7.2 million would be allocated to re-opening and funding drug treatment facilities and close five state prisons. Drug treatment centers aim to rehabilitate convicted drug abusers and prepare those convicted to reenter society by offering counseling, GED courses, and job training.
