In the most recent piece, NORTH CAROLINA'S COAST IN CRISIS: A VISION FOR THE FUTURE, Riggs has gone from observing to predicting--the seas are rising at an increasingly rapid rate and believes the Outer Banks will become a series of islands rather than a narrow barrier island.
