Abstract:
Sixteen paper mills operate in twelve North Carolina counties. Concern by citizens over the possible link between mill emissions and increased cancer risk led the Central Cancer Registry to develop a study. The results did not support such a link.

North Carolina's pulp and paper industry is operated by five companies: Champion Paper & Fibre Company (Canton); Halifax Paper Company (Roanoke Rapids); Meade Paper Company (Sylva); North Carolina Pulp Company (Plymouth), now recently merged with Weyerhaeuser Lumber Company; and Reigel Paper Company (Acme). The companies employ from 500 to over 3,000 people at the plants and use thousands of cords of wood each week.

Between 1777-1896 ten paper mills operated in six counties manufacturing paper for Northern markets. Before the Civil War, production of paper brought about $145, 000 annually and represented a modernizing industry with the introduction of machinery from Europe. These mills were located in Cleveland, Cumberland, Forsyth, Lincoln, Orange, and Wake Counties.

In Sylva, North Carolina, Jackson Paper is a paper mill that produces paper for the construction of corrugated containers. The plant is one of three paper mills in the United States that does not discharge waste into surface or city water supplies. Rather, all of the water the plant uses is recycled, as is the material they use to make paper.

On the south bank of the Cape Fear River near Acme, North Carolina stands the Pulp & Paperboard Division of Riegel Paper Corporation, the Woodlands Department, Manufacturing and Sales. In just a few short years in the region, the pulp and paperboard manufacturer has become the leading industry in southeastern North Carolina.

A purported decline in overall paper use has not hurt business for Evergreen Packaging of Canton. The paper mill, established in the early 1900s, has a prominent place in the community, partly due to it being the county’s largest private employer. The business proves its keeping pace with the current ecologically conscious cultural climate through initiatives such as the coating on the material for its cup paperboard.

It was touted as the first book mill in the South, a pioneer in producing white paper from chestnut wood, and among the industry’s mavens in its attention to quality and production cost. Such factors have made Canton’s Champion Paper Company an economic staple for three generations. Its enduring importance to the community is on display in a photographs collection at Canton Area Historical Museum. It can be viewed in the history of the company provided by the author, which includes how many residents it employed at its height and how the founder’s business savvy helped to make the company a success.

In the 1700s there were around 10 working paper mills in North Carolina.. The industry had mostly declined after the Civil War. But new processes, that developed in Europe and incorporated the use of the state's abundant pine forests, revitalized the industry in the 20th century.
