By state law some properties are exempt from property taxes, creating a budget problem for local governments that provide these properties services. One approach to solving the dilemma is charging a user fee to all who receive a service.

A recent survey shows that seventy percent of Tarheel municipalities kept their property tax rates the same as the year before, with only twelve percent raising tax rates.

Abstract:
Given that North Carolina is one of the few states in the nation to take on the funding of roads and schools, taxation is different than in other states. Industry is taxed slightly higher than in other states, while property taxes in North Carolina are lower. County taxes, municipal taxes, and special school taxes help local governments supplement state aid as well.
