Juvenile court counselors function in many roles, including social worker and probation officer. They deal with juveniles charged with felonies or other offenses and insure that the court system handles them in a way that is in the best interest of all.

Abstract:
Since a 1972 report from the North Carolina Bar Association's Penal Study Committee called \"As the Twig Is Bent\" state lawmakers have endeavored to improve the juvenile justice system through legislation. Much of their efforts focused on community based initiatives and youth development programs reinforcing positive behavior. The article summarizes these actions and presents statistical data demonstrating effectiveness of the new legislation.
