Abstract:
Although national in scope, this article emphasizes the importance of Article I, Section 19 of the North Carolina Constitution (the \"functional equivalent\" provision) as a possible tool litigants and courts may use to make juries more representative.

Abstract:
The General Assembly decided to make the county tax rolls an optional rather than required source of names for the jury list. For the biennium 1981-1983 the only required source of names is the voter registration list. The new act also changes the method of random selection of names when more than one source list is used.

Mr. Gardner reflects on reasons people avoid serving their civic duty of being on a jury. Filling juries was problematic because annually three thousand people are required in the one hundred counties to serve on grand juries for the Superior Court system.
