In Western North Carolina, Hendersonville’s Balfour Education Center is a non-traditional high school that offers classes in business, criminal justice, firefighting, and mechatronics. The school’s Art Academy offers four levels of art instruction, and provides students with the opportunity to participate in community projects and art shows.

Mesibov presents school legislation enacted by the 1996 North Carolina General Assembly concerning elementary and secondary education. Among laws passed were the new School-Based Management and Accountability Program, commonly called the ABCs Plan; increased control over school operations and use of state funds by local school boards; and authorization for up to 100 charter schools.

Designed for students over 14 years old who are preparing to go directly into employment after high school, trade and industrial education in North Carolina includes training for skilled or semi-skilled occupations. Trade and industrial education is divided into three phases: introduction to industrial education, cooperative training, and preparatory training.
