Abstract:
Since a 1972 report from the North Carolina Bar Association's Penal Study Committee called \"As the Twig Is Bent\" state lawmakers have endeavored to improve the juvenile justice system through legislation. Much of their efforts focused on community based initiatives and youth development programs reinforcing positive behavior. The article summarizes these actions and presents statistical data demonstrating effectiveness of the new legislation.
