Abstract:

A school facility is the most expensive public facility that is provided by North Carolina state and local governments. Beyond academic instruction, the school facilities can become activity centers for the communities surrounding them. Land costs, however, are usually the bottom line in school development rather than the positive and negative implications that the location of schools facilities can have on an area. Lentz discusses the school location and development issue and describes what steps Cabarrus County took to improve the process.

Abstract:

North Carolina does not have any statewide policies that require municipalities to develop housing at every economic level. Still there are some that are seeking to do this. The authors discuss four municipalities--Chapel Hill, Davidson, Manteo, and Greensboro--that are developing different tools and strategies to provide affordable housing.

Following the decline of the tobacco industry, Wilson is refocusing its economy toward arts and innovation. With a city-built high-speed gigabit internet infrastructure in place, a planning partnership between community, business, government, non-profit, health and education seeks to create a "quality of place" that will attract more industry to the area.
