Abstract:
Disputes erupted between local school boards and national teachers organizations like the National Education Association and the American Federation of Teachers. During the mid-1960s, these groups challenged school boards on issues such as; wages, teacher to student ratios, school conditions, and teachers' role in policy making. School boards and teacher's organizations were allowed to engage in debates through collective negotiation due to the state's legislation.
