As utility costs rise, many cities across the state are swapping out traditional mercury-based streetlights for newer, more modern lighting, light emitting diodes (LEDs). The author examines some cities, like Durham and Raleigh, which are making the change.

Abstract:
In a public ceremony in October 2011, a replica of the Pea Island Lifesaving Station was unveiled as part of the ongoing Collins Park project. Along with the boathouse, artifacts and a replica lifesaving surfboat are now on display in Manteo to bring attention to the history of the area and the only African-America Lifesaving Station in the United States.

Abstract:
Latimer B. Alexander, IV, High Point mayor pro tem, was sworn in as the new North Carolina League of Municipalities' Board of Director's President for 2011-2012 at the League's annual conference last October. A native of Statesville, Alexander and his wife have lived in High Point since 1980. A small business owner in the furniture industry, he sold controlling interest in 2006 to one of his largest business suppliers. He still works for the company which does business as Latimer Alexander LLC.

Angela Stadler, municipal clerk for Reidsville, is the recipient of the N.C. Association of Municipal Clerks' inaugural Clerk of the Year Award. The award honors a clerk who has demonstrated extraordinary job performance, commitment to professional development and to community involvement, positive on-the-job attitude, and who has brought innovative ideas to their cities and towns.

The town of Southern Pines, NC was announced as a finalist for the All-America City Award, which focuses on improving reading proficiency by third-grade. As one of the 32 finalists, Southern Pines has the opportunity to be awarded access to resources and potential funding that concentrates on early childhood literacy and learning.

Abstract:
Five-time Tony award-winning costume designer and Seaboard native, William Ivey Long, has plans to help the local economy of his town. Backed by celebrities from music, film, fashion, and Broadway, and North Carolina notables, he founded the Eastern Seaboard Trust. The trust is an umbrella, non-profit charged with spurring economic development in the town. Porter-Rockwell recounts what has been accomplished under the program and what is in the future.

Abstract:
The N.C. Department of Cultural Resources launched a program called the smART Initiative as a way to promote local artists around the region through funding from grants. They hope this will help boost the economy by bringing in more creative individuals and businesses, providing jobs, and increasing production of goods and services.

Abstract:
From 1991 to 2012, forty-five communities have incorporated--thirteen of them in the last ten years. Residents say incorporation helps them to better plan for their future in terms of zoning and land use. Porter-Rockwell discusses with officials from Archer Lodge (Johnston County) and Eastover (Cumberland County) and several other communities why they chose to incorporate.
