No-fault automobile insurance continues, and will continue, to be a dramatic issue for the North Carolina General Assembly. No-fault insurance is first-person insurance, in the a motor vehicle owner insures himself against loss in accidents rather than insuring himself against liability to those whom he injures.

In the past ten years, cable television has grown from a few scattered cable companies serving outlying communities where reception was once difficult. The changing awareness of the nature and potential of cable television, has brought strong interest in governing of cable franchises. In North Carolina, municipalities have express authority to franchise cable television.

J. Carlyle Sitterson was appointed the new chancellor of the University of North Carolina at Chapel Hill. Prior to his new appointment Mr. Sitterson served the university as a faculty member for thirty years and an administer for eleven more. Beginning his new role at the university, Mr. Sitterson emphasized three goals; increase University's role in new intellectual endeavors, increase reputation amongst national institutions, and improve the state through university efforts.

Paul Frederick Sharp, UNC Chapel Hill's Chancellor at the time, delivered a rousing speech during halftime of a football game. He spoke of the university's role in creating active citizens whom should serve the better good within the state, nation, and abroad. The North Carolina Film Board was formed in 1962 under the supervision of Governor Terry Sanford. In the first three years, the board was responsible for twenty documentary projects depicting the state's history. Despite this success, state funding was due to be renewed in 1965 and the author presents pros and cons for continuing the Film Board.
