Cities need additional police and fire protection as they grow in size and population. This article examines types of public safety programs and how they are addressed in North Carolina.

In 1976, hoping for a higher level of public safety services at a lower cost, the Morganton city council approved a plan for partially consolidating the police and fire functions. This case study explains the rationale for consolidated services in a small city, and serves to show Morganton's experience in adopting and implementing a public safety program.
