The two sponsoring groups recognized then that the black family, the single most important institution in our community, had come under withering assault by any number of social factors. Among them were racism, unemployment, inferior educational opportunities, drugs, crime, as well as other negative influences. Those factors had had a devastating im- pact on the family, the once impregnable bastion of security and hope in the black community. The proportion of black children born out of wedlock had increased nearly 60% or almost three times the 1960 rate. The seeds for an ever growing cycle of poverty, once sown, had begun to grow to full bloom and promised to reap an 5 ginticeliie harvest within the country. This in itself was alarming and it called — for immediate action then, and it calls for concerted action now on the part of the African American community. Black family crisis was not one brought on by an intrinsic weakness in the body politic of African Americans, but by economic and political factors over which African Americans had little or no control. But, now, many of the conditions which led to breakdown in the black family have spilled over into white families as well. Fortunately, there are some positive signs that increasingly, all segments of society have recognized that unless resolved, poten- tially the breakdown of the family structure can be as deadly as a nuclear attack.
