Dear Mr. Willard:

Your letter of February 22nd has been received and I
can certainly understand the concern you expressed.

Although I would like to be of service, the FBI is strictly
an investigative agency of the Federal Government, and it is not within
our province to determine the type of material passing in the United States
mail, Perhaps you will want to discuss this matter with your local
postal authorities. It is my understanding that a person receiving

propaganda material may request the post office to discontinue delivery
of such data.

A copy of your communication has been forwarded to
The Honorable, The Secretary of State, Washington 25, D. C.
