I have just received a tabulation
of the ratings attained by the various
contestants in the competitive exsmina-
tion for an appointment to Annapolis
held on March thirteenth. I am sorry
to say that the rating which you receiv-
ed, while creditable, does not entitle
you to an appointment, inasmuch as there
were Other candidates who received higher
ratings.
