Mr. Arthur M. Hill Navy Department Room 3024 18th & Constitution Washington, D. C. Dear Arthur: After discussing the situation in regard to Lieutenant L. P. Davis, I find that he has definitely Gecided not to stay in the service, as he has been passed over and his future career has been ruined by the fitness report recently sent in. There is an indicatic the fitness report sent in by his Command: icer was = more on grudge then fairness. i pe that his ean be cleared before he leaves the service. 4H would like to have his resignation accepted as soon as possible and I could not advise him otherwise under the circumstances. To a layman, such as myself, I believe that there has been an injustice done to a young man who chose the Navy as his career in life. Will you thank Captain McFarlane for going over Davis’ record and I hope he recommends a hearing. I can't thank you enough for giving me so much of your time while I was in Washington. Sincerely, 7
