Nors.—The holder of this may (on satisfactory proof of age and character) be admitted by the Inspector to a County Model School to be
trained for a Third Class Professional Certificate ; but if he has already taught with success for one year in a High or Public School, he is
eligible for admission to a Normol School to be trained for a Second Class Professional Certificate, on application to the Minister.
