C. 27854 OFFICE OF THE PRESIDENT June 24, 1969 Dr. Henry Ferrell Department of History East Carolina University Dear Doctor Ferrell: I am in complete agreement with the aspirations of the East Carolina AAUP Chapter to make the Summer School more nearly a part of our regular academic program. I have presented these aspirations in terms of money requirements to the Budget Advisory Commission and to the Budget Committees of the General Assembly. When the appropriations bill is ratified some fruit of our arguments will be reflected in the budget in time for next summer. I have reviewed your correspondence with the Provost and I believe his statement is a fair statement of the present situation. Although there will be greater flexibility next summer, it is not possible to hold out great hope for fixed contracts since the funds voted will not allow operation of the Summer School apart from budget consideration of enrollment. It seems quite obvious that we cannot, with only limited budg- etary supplements, raise the salary maximum, cut the size of classes, cut the teaching load and offer firm and early con- tracts with salaries fixed by formula on the basis of rising nine months salary in the face of uncertain summer enrollments. We have never realized a surplus from the Summer School opera- tion, but we do have a legal prohibition against operating it at a deficit. We have, however, made considerable progress. Over the past several years we have managed to raise the maximum three times, honor almost all of our tentative commitments and decrease the size of most classes.
