Dear Governor: Enclosed is a copy of a letter I wrote Judge Rudolph Mintz on January 24", Also, enclosed is a copy of H. B. 999 of the 1947 Session of the General Assembly and a copy of a letter from Senator Sam J. Ervin, Jr., of January 17, 1967. These letters and H. B. 999 are self-explanatory. In fact, a copy of H. B. 999 of 1947 is in your possession. It is my opinion that most of us will agree that the time has arrived when the State should begin to seriously undertake to ascertain the nature and quantity of our possessions within and beneath the waters of our one league, “territorial sea", Naturally, we know something, but, if I may borrow a word from our present undeclared war vocabulary, we should take steps to escalate surveys and research from the Virginia to the South Carolina line. The State could find use for the added income from any.new resources therein, On December 8, 1966, you mailed me a beautiful Certificate with the following reminder, in letters of gold, that, "TOTAL DEVELOPMENT DEPENDS ON YOU". I agree with you thoroughly and have subscribed to that concept since 1945. Your Certificate further states, and I quote, "The goal of my administration is total development of our abundant human, natural and capital resources - total development for every community, every county, and every area of our State", Am sure, Governor, that you will say with me that North Carolina's TOTAL DEVELOPMENT line does not end at the low water line of the Atlantic Ocean, BUT extends three nautical miles eastward to include our "territorial sea". Your last General Assembly, as Governor, convenes today. When it adjourns I hope that important plans will have been formulated for the TOTAL DEVELOP- MENT of that area of North Carolina, I have several ideas in mind that I want to discuss with you when the "get acquainted" phase of the Legislature is over with and the Legislators buckle down to work. As you know, my "theme song" for the past twenty-one years has been, “Usable water has become our most precious commodity". The Department of Water Re- sources faces a Herculean task in all of its Divisions in providing for and protecting an ample supply of "usable water" for our people. It takes money and more money to do that. Let's begin the finding out of how much our "territorial sea" can add to the State's income. My best, as always, ‘ VA" J. V.
