        <p>1HERE WAS THE USUAL GOVERNMENT scandal smelling up the front pages, and I was asking James Stewait about Mr. Smith Coes to Washington, the great 1939 film classic he made on that subject.</p>
        <p>When (director Frank! Capra opened Mr. Smith in Constitution Hall in Washin^on, he said, '*the hall was full of Senators and Congressmen and newspaper people. About halfway through, they tell me, almost eve^one had walked out. Then, about a year and a half ago, they invited me and my wife, Gloria, to the National Pie Chib in Washington and said 1 was OK. So i guess all was forgiven.</p>
        <p>Jimmy Stewart was in his home in Beverly Hills, and I was in New York, where it was raining. Im sorry about the rain, said Stewart, sounding exact-ly as he does in movies, slow-talking and friendly,</p>

        <p>Kiddie pornography is not a first amendment issue. It is a picture of a crime.</p>
        <p>Incest is not family dysfunction. It is rape-by-extortion.</p>
        <p>Most child molesters are not strangers to their victims. We are far more endangered by those who have our trust than by the relatively rare kidnapper.</p>
        <p>PedoftiiUes do not regret their actions, tirey glo^ in them. They regret only the possibili^ of consequences to themselves, not the certainty of damage to their victims.</p>
        <p>Pedqrhiles are not homosexuals. We would n(M call a man who molested a five-year-old girl a heterosexual. Whatever the sex of the adult and the child, the proper description is simple: the adult is the perpetrator, the child is the victim.</p>
        <p>The new pedophile defense is addiction. niey cannot help themselves. If true, such individuals will remain dangerous, and must be treated accordingly.</p>
        <p>If we had an amnesty, allowed predatory pedoqtiiiles to turn tiiemselves in, inomised immunity from prosecution upon an agreement that they volunteer for treatment, 1 believe we would have no candidates.</p>
        <p>We debate solutions to the narcotics problem. The solutions come down to two: interdict or legalize. Neither is possible with predatory qredophiles. Therefore, if we cannot eliminate the evil, we must increase its consequences to tiie perpetrators.</p>

We have no problem with treatment programs for addicts. But we also have no problem witi) criminal sentences for those addicts who commit crimes to support their addiction. Nor with life sentences for those who traffic in narcotics. Is child sexual abuse a lesser threat to the youth of this country?</p>
        <p> The crime of incest should be eliminated, and rq)laced with a flat law against sexual intercourse with minors, regardless of tire biological relationship between perpetrator and victim. An offender should not enjoy a lesser exposure to prison simply because he grew his own victim.</p>
