Barnett, Preedmens Bureau Agent in North Cardina; and Lala Carr Steelnum, in the longest I of the four stud^, writes on Leonidas LaFayette Polk,</p>
        <p>I North Cardina Alliancemen, and Some Conflicts of Agrarian Leadership, 1887-! 1892.</p>
        <p>As a first cmnmoit rni this I vdume, I will cite the statement (d purpose in the preface by Fred D. Ragan, chairman of the Department I of History. Ragan says when the series was established, it was anticipated that it would not ndy offer members of the faculty and graduates an additional avemie for pidication of the results of their research but also would keep the scholarly conununity aware of the departments dedication to the expaision of historical knowledge.A valid consideration, yet one that does not exfNpess the possibility of interest in the general^ non-scholariy community.</p>
        <p>I have not read the previous four vidumest but this volume has material that will appeal to a sizeable segment of general rea(ters, especially the first three shorter papers. Ms. Steelmans article, about 42 pages in length, is neariy twice the length of the other three, which cover about 25 pages each. As her subject matter is more inclusive of a wider range of sources, it is more specialized and thus is more demanding of a readers concentration.</p>
        <p>What all four have in common, and the unifying factor that recommends them to a readys attention, is the obvious enthusiasm each has for his or her subject. Another plus for the general reader is the clarity and conciseness of the writ</p>
        <p>ing.</p>
        <p>What migM be termed the most fun piece is Lemons chapter. He traces the town problons ci the early permanent settlements, informing us that despite d-forts by colonial authorities, the colonists demonstrated little interest in the establishment of formal conununities." These free-spirits in Bath, Edetkon, New Bern, WUmii^ton and Halifax had little inclination to be put iito the mold of ma restricted 1^ radiations. The pressing urban problems of those pioneering days today may seem colorful, quaint. Regulations ahd penalties dealt with keeping livestock fenced; contributing free labor to street maintenance; avoiding the constructkm of buildings onto stre^ sites, and requiring homeowners to keep chimneys clean and water buckets handy.</p>
        <p>As N(Hlh Candinas earliest towns were waterfront towns, docking rights were important. Marketplaces were designated in the area beneath the courthouse or in the vicinity of the town clocks.</p>
        <p>Laws dealt with excessive drinking and nuisances, so that the common jail was an important part of a town plan. The jail ccHnplex in some towns included the jail, a jailers house, ^ks, a pillory, and a public whippingpost.</p>
        <p>Lennon also provides substantial data on the forms of municipal governments and methods used in electing officials.</p>
        <p>William Stills study of shipbuilding in the river pml town of Washington adds interesting dimensions to our knowledge of local area history. As early as 1707 Governor Thomas Cary contracted with Thomas Harding of Bath to build at his landing in Bath Creek one sloop, 46 feet by the keel, 18 feet by the beam...</p>
        <p>A traveler, Johann Schq&amp;gt;f, in 1783 wrote that Washington (is) on the Tar River, a new-settled little place of perhaps 30 houses.. . the trade is as yet trifling; the chief occupation is the building of small ships and vessels. Then three years later another visitor mentioned a ship of 600 hogshead under construction, commenting it was rather too large, I fancy, for the navigation of this river.</p>

        <p>RALEIGH - The Mary Reynolds Babcock Foundation in Winston-Salem has made a grant in the amount of $111,362 to the N.C. Museum of Art to establish a development office for the museum. The grant was announced jointly by Sara W. Hodgkins, secretaiV of the N.C. Dept, of Cultural Resources, and Dr. Edgar Peters Bowran, director of the museum.</p>

        <p>The Freedmens Bmeaus established In the South l(A-lowing the (Tivii War is perhaps one of the least known and most maligned agencies of the Reconstruction era. By focusing on one North Carolina agmt, John C. Barnett of Charlotte, Cliaries L Price is able to give readers a specific insight iido this controvo^al and sensitive opo*ation.</p>
        <p>Price tells us early in his paper that these agents have been pictured as radical extremists who attempted to ronold port-CivU War society by utilizing the freedmoi of the South for their own nefarious purposes."</p>
        <p>This harsh judgement is balanced and placed in a better perspective in the research conducted by Prk*. In the case of Barnett, at least, we realize that even the most capable agent faced almost unsurmountable difficulties, with a mission that only the hardiest could survive with sanity or honor.</p>
        <p>Those were days of suffering and turmoil, both for the transient blacks who have a parallel in todays wandering refugees, and for the planters, mostly pmii-less and dependent on the labor of blacks. Prices research shows that Barnett, in his role as protector of Negro rights, never lost sight of the rights of the planters .</p>
        <p>. . his rulings were fair and relatively unbiased.</p>
        <p>This firm but fair treatment of both sides soon won the respect of whites and blacks alike, and by the fall of 1865 Barnett was lauded by many of his previous critics.</p>
        <p>Ms. Steelmans paper mi Leonidas LaFayette Polk, North Carolina Alliancemen, and Some Conflicts of Agrarian Leadership, 1887-1892 brings the reader nearer in time to concerns that carry on over into todays agricultural sector of society.</p>
        <p>Unlike the other authors, the subject ^e has chosen to research and write about covers a much wider scqie geographically, involving not only Tar Heel leaders, but people such as the- Texan, Dr. Charles Wesley Macune, leader of the Texas Alliance which was reorganized and became a national order, the Southern Alliance.</p>
        <p>Much of Ms. Steelmans study deals with the personality conflicts that evolved in Polks relationships with three other North Carolinians promiment at the time, Sydenham Benoni Alexander, Elias Carr and Marion Butler. One of the basic points of disagreement was rooted in political beliefs  Polk had been a Whig unionist before the Civil War. A change in party affiliation would be less difficult for him than for Alexander and Carr, both of whom emerged from long Democratic family backgrounds.         <p>PCC Training Emergency Medical Technicians</p>
        <p>Word has it that prospects are good tor penom who wish to serve as emergency medical technicians (EMTs) in local resoie squads aite* coo^ileting an extensive 118-lioar course bdng offered quarterly at Pitt Community College.</p>
        <p>There is a demand tor ElfTs who waid to work on load rescue squads, Terry Payne, asistaid Fire Marshal and chairman of the Pitt County Emei^ency Services Group, said in a recent interview.</p>
        <p>You dont have to be a member of a rescue squad to take the EMT course, said Payne, who is also an EMT instnictor at the college, but you do have to be an EMT to save on a rescue squad.</p>
        <p>The state approved course covers such divaw forms of treatment as cardio-vascular pulmonary resuscitation (CPR), bandaging for minH- and ma)or cuts and abrasioos, severe bleeding, broken bones, childbirth aid otha major life support measures.</p>
        <p>In orda to maintain the quality rescue service that we have in Pitt Coimty, Payne said, constaik training is required to stay ateast o new techniques and procettaires before a persm can serve on a recognized rescue squad -ambulance service.</p>
        <p>On that point, Betty Whitfield, an EMT student of 211 Britt</p>
        <p>Riad, said during a practical applicatioo session of the spring quuter final esamination that she can attest to the need for up^o-dateeqi^Mnent and advanced firtt aid training.</p>
        <p>Its very serious to me, Ms. Whitfield said, "because I know from personal eqierience the importance of EMT personoeO md I think theyre really good.</p>
        <p>Whitfiekl went on to recount how she and ha motha, Fannie James, 66, and son, Robert, 5, were victims erf an accident, which was a near head-on cotliskn, on the Bethei Hi^ay in front of Burroughs Wellcome last Octoba.</p>
        <p>WhitMd, who was driving at the time - about 6:30 p.m.  sustained bad lacerations and a brain concussion. Ha motha was ho^italized fa nine days and ultimately faced pomanent damage to a sevoed nave in the ri^t eye. Robert escaped injury, as did the driva of the second auto.</p>
        <p>I was pased out and bloody. she said. And the first thing I rononba was that they (the Greenville Rescue Squad) was doing prnary-secondary irgay fa furtha damages, sud&amp;gt; as fractures and broken bones.</p>
        <p>Ttey did a ^lendid job because they immediately diagnosed what had happened to me and mama. Tbor didnt let anything slide, she added.</p>

        <p>Besides coning to grips with body fimctions and anatomy in the classroom setti^ EMT trainees are also required to perform during ten initial hours (rf in-service training in the emergency room at Pitt Comty Merooia] Itospital. Payne said.</p>
        <p>Afta completioo (rf the course ^t PCC, students must then undogo a written and oai examination given by the state. Once they become cotified eroogency medical tedinicians, they must again complete another 20-hour oxirse every two years, with an oral exam required in orda fa the technician to remain cotified.</p>
        <p>Without training through our community colle^ system, the emergency medical technician program would not be available to our squads and local citizens, he said.</p>
        <p>The college does a real good job sqiporting the effort and coodinating training in the county, he added, and Ola Porto (dirotor of Continuing Education at PCC) has dmie an outstanding job and has worked with us to the fullest in meeting the needs of EMTs throughout the county.</p>
        <p>Training in everyt^ frmn saving a life by the use of CPR to caring for victims of laal disaster to organizing seardi and rescue procedures oftoi means the difference between life and death situations.</p>
        <p>Remember, EMTs train to save lives, Payne said.</p>
        <p>According to Ola Porter, PCC coixlucts many courses in basic first aid, CPR, and basic emergency medical and refresha emagency medical technology. Qasses are made up of members of local rescue squads, local fire departments, nurses, industries, businesses and the general public.</p>
        <p>"The average person that enrolls in this type of training is one that is dedicated and hi^y motivated, Porter said.</p>
        <p>Persons who enroll usually have one or more of the fdlowing objective in mind:</p>
        <p>personal development and enrichment.</p>
        <p>-acquiring life saving skills beneficial to a lay citizen.</p>
        <p>-meeth^ standards prescribed by the office of Occtg-^ tkmalSafay and Health Administratioo -as a prerequisite for catifkation as a registered emergency medical technician.</p>

        <p>Since 1975, PCC hass sponsored 124 classes in which 2 230 persons have been trained.</p>
        <p>Dr. E. Jackson Allison, Jr., directa of emergency medicine at the ECU School of Medicine, said the initiation of standardized training fa emergency medical tedmicians has been a giant step in improving the provision of emergency-medical care throughout the state, particularly the 29&amp;lt;ounty area of Eastern North Carolina.</p>
        <p>Before the initiation of such upgraded training, the philosophy of the old ambulance jakeys was to load and without regard to the patients vital signs or overall condition, he said.</p>
        <p>"A medical center can be a rawwned trauma center, poison-contrd center, and emergency cardio-care caiter, he said; "however, if the patioits are not stabilized and brought to the emergency department in viable condition, these facilities would be for nought.</p>
        <p>Allison said basic EMT training is just the beginning  What is needed in the eastern part of the state is an EMT intermediate program which will procide lifesaving IV (intravenous feeding) to the seriously ill or injured patient</p>
        <p>Within the next few years, he added, it is also hoped that we will institute the EMT paramedic program which will compile the pre-hospital phase of emergent care and will afford the paramedic the abUity not only to start IV lines but also to provide medications and other advanced procedures necessary to save more lives in a myriad of emergent situations on the street in Eastern North Carolina.</p>

        <p>If we have a solid six-card suit missing the king or ace and nothing on the side, we can jump bid that suit.</p>
        <p>That leaves us with the type of hand South held. Here, we would like to com pete, but partner's double does not necessarily promise four cards in both major suits. Certainly, he has at least one four card major, but if we attempt to guess which one. we have an even money chance of gue.ssing the wrong one.</p>
        <p>The solution is simple: Cue-bid the enemy suit! Normally, the cue bid of opponents' suit shows a very strong hand. Here, however, we have already denied a strong hand by the fact that we didn't double one no trump. Therefore, the cue bid carries a different message. It says: Partner, I would like to compete, but I don't know which suit to select. So you choose the suit, but bear in mind that 1 can have a fairly weak hand."</p>
        <p>This is consistent with the basic principle in bridge: Once you have limited your hand, ail other bids, no matter how weak or strong they may sound, must be taken in context of the limits already defined!</p>

        <p>Job Service Seeks Helpers</p>
        <p>The state Emplojroent Security Commission Job Service is seeking volunteers for its program to help disabled veterans become better accepted in the civillain work force.</p>
        <p>The program, called Volunteer Job Developers for Disabled Veterans, is the only one of its type in the nation. It is funded through the Governors Special Grants Fund.</p>
        <p>Each of the states 55 local Job Service offices will work with the volunteer to determine working hours and the exact type of work he or she will do. Activities may include visiting with employers, speaking to professional, civic and veterans organizations and doing paperwork at the Job Service Office.</p>

        <p>.Not true, says Leland F. King, a lightning rod installer for vears. The fact</p>
        <p>that a bolt can hit the same spot a couple of times in the same storm helps keep his business going strong.</p>
        <p>This is summer thunderstorm season, prime time for lightning, says King.</p>
        <p>Soon, hell be getting calls from farmers whose bams have been hit.</p>

        <p>Last year, an interview with ^ wood finishing expert Homer Fornby produced interesting comments on some ways to determine whether so-called antique furniture might really be antique.</p>
        <p>Recently, a second encounter with the same gentleman produced tips on the repair and maintenance of old furniture that is not necessarily antique but is well along in years.</p>
        <p>How do you tell whether to refinisli a piece of furniture or merelv clean if</p>
        <p> Before launching into any refinishing, use mineral spirits or a furniture cleaner and go to work on the dirtiest spot or area that you can find. If that spot disappears and the grain of the wood is clear, dont bother to refinish the piece. If you cant clean up the dirty spot to suit you. the piece needs refinishing. Inci(ientally. if the piece at first glance looks to be checked or alligatored heavi-</p>
        <p>ly, it probably needs refinishing.</p>
        <p>What should you do if the used furniture has drawers that stick, as so often happens</p>
        <p>First, never plane the drawers to fit. Instead, use a small table lamp with a 100-watt bulb and place it in a pan in the bottom of a drawer so it does not come in contact with the wood. Put a blanket over the piece and let the lamp burn for 24 hours. It will dry out the moisture in the wood. The wood will shrink, allowing the drawers to fit properly.</p>
        <p>"Wont the wood swell again?</p>
        <p>It might, but not if you put lemon oil in a pump bottle and spray the insides of the piece and the drawers. The wood will absorb the oil and be stabilized, preventing swelling. Then take a white candle and rub it on the drawer glides so it will move smoothly.</p>
        <p>"Old furniture sometimes has a musty odor to it. How doyou remove if?</p>
        <p>It is virtually impossible</p>
        <p>to remove a musty odor from old wood furniture. Therefore, you have to mask it. A good way to do this is to place, a pound of cedar shavings in a nylon stocking and tack it to the back of the bottom drawer. The odor of the cedar will permeate the piece and you won't notice any musty odor.</p>
        <p>What if there is a bit of veneer missing from the furniture or there is a crack that needs to be filled?</p>
        <p>There are various ways to handle this problem, but the easiest is to select a crayon that closely matches the wood. Melt the crayon with a soldering iron into the opening. When the crayon has cooled and hardened, scrape off the excess. A plastic credit card makes a good scraper for this purpose.</p>
        <p>"Suppose you dont have a soldering iron?</p>
        <p>"Use a big needle or a small nail and heat it over a candle until it is warm enough to melt the candle . into the damaged area. When it hardens, do the scraping.</p>
        <p>standing, he asks the owner if hes ready to have lightning rods installed, or if the old lightning rod system should be checked out and rewired.</p>
        <p>Ben Franklin had iron lightning rods on his house in Philadelphia, says King, who is 59. But theyve improved over the years. Franklin only half un-j .derstood lightning, says King, and although his points were grounded, they were more of a hazard than a protection.</p>
        <p>Lightning rods are 99 percent effective if theyre installed properly with the right materials, says King. But one time in a million, the current can bum right through the ground cables. When this happens - or if cables are not bonded properly to metal fixtures in the building - a devastating charge can rip through the structure and flatten it or set it ablaze.</p>
        <p>Lightning rods do not attract electricity, as some people think.</p>
        <p>They actually protect buildings from it by delivering a charge from the ground, up the building and out the li^tning rods, or points, as King calls them.</p>
        <p>Museum Creates Design News</p>

        <p>If the sut^ of design has become a little less ivory tower-isfa in the past five years, then Lisa Taylor can take some of the oedit.</p>
        <p>Mrs. Taylor is director of the Cooper-Hewitt Museum in New York, the Smithsonian Institutions national museum of design. Since its opening in October 1976 in a Fifth Avenue mansion built by Andrew Carnegie, the museum has hdped to raise public consciousness on the subject of how and why products look the way th^ do.</p>
        <p>With something like 70 exhibitions plus an education program that reaches about 6,000 people a year, the museum has created a sense of newsiness about design topics.</p>
        <p>Exhibits exploring desi0i comideratkns for objects such as luxury steamships, wallpaper and hair and of locales such as the urban environment and subways have inspired comment, amusement, affection and outrage, and have made the subject of desi0i liveiy, interesting and popular.</p>
        <p>Mrs. Taylor, who recently journeyed to Colorado S(M^ to accept the 1981 iWilblazer Award from the National Home Fashions League at its amual meeting, said in an interview at her New York office that the Cooper-Hewitt Museum is ahoiR to begin a major expansion effort.</p>

        <p>Q. - We have a two&amp;lt;ar garage with jmt a slight pitch to the roof. Latdy thwe is a small leak that occurs only when there is a very heavy rain accompanied by high winds. My husband g(R up on a ladcfer and inspected the roof. He says there does not seem to be any break in the roofing material, which appears to be a smooth-faced roll-type heavy paper, but says the leak means the paper is very old and should be replaced. He is sure he can do it himself, but isnt sure whether to use the same kind of material. What is your advice?</p>
        <p>A. - Yes, he should use the roll roofing. You mentioned replaced. Barring something you havent mentioned, covering the old paper should be sufficient. However, this time use roll roofing that isnt smooth-faced. Get the kind that is covered with mineral granules, which protect the roofing paper from the rava^ of the suns rays. Be sure to follow the manufacturers instructions regarding installation and maintenance of the material.</p>
        <p>Q. - During the winter months, we had one of the rooms in our house repainted. Recently, in trying to open one of the windows in that room, we found that it was stuck ti^t because the painter had allowed paint to get between the sash and the sides of the frame. My husband got such a stuck window loose a few years ago, but made gouges in the frame. I dont want him to do the same thing this time and I told him not to touch the window until we hear from yoii. F*lease tell him how to free the window without making gouges.</p>
        <p>A. - He probably made the common mistake of unsticking the window by inserting a screwdriver blade between the sash and the moulding. Instead, he should first try to free the window by taking a block of wood, placing it along the side of the sash and then hitting the block gently with a hammer. Do the same thing along the other side of the sash. The next step is to insert the edge of a putty knife between the sash and moulding and run it along there carefully wherever necessary to break the paint</p>

In that case, go outsi(fe the house and place the blade of the putty knife under the window, hitting it gently with a hammer. If this doesnt work, thai put some kind of thin wedge undo- the sash and work that up and down carefully. When the window is free, a little careful sanding will help to keep it that way.</p>
        <p>Q. - The stucco at a lower comer of our house is badly damaged. 1 tried to restucco the comer, but find it very difficult to get it to form a perfect comer. Can you tell me how to do it?</p>
        <p>A. - Yes. Just stucco one side of the comer at a time. Place a board against one side of the comer and place something heavy against it so that it doesnt move. Now stucco the other side of the comer and allow it to get hard. When you put the patching material on the side where the board was. it will hold.</p>

        <p>Also on the horizon - for fall. 1982 - is a masters degree program in the decorative arts that will be offered in conjunction with Parsons School of Design and the New School.         <p>Since money is ti^t  never more so than now  and the Smithsmian pays only about a third of Coopo--Hewitts expeifies, according to Mrs. Ta^or, a sUbstaiRial sum will have to be ra^ before renovations fix' a new wing can be undertaken. Fund-raising is a difficulty that is becoming more pervasive at all American museums, she said.</p>
        <p>Raising money is getting to be such a tog protoon. Every museum is in a terri-toe situation. The patron class who used to sui^wrt the arts is disappearing. And government funding is shrinking at the same time, she said.</p>
        <p>Inxiically, the reduction in funds come at a time when museums are serving the needs of a greater number of Americans.</p>
        <p>Today, we are meeting social needs that did not used to be recognized, she noted. We, for example, are offering programs to appeal to the disaUed, educationally disadvantaged individuals, retired individuals, children. In fact, no other educational institution reaches so wide a public as a museum, she said.</p>
        <p>In line with their greater sensitivity to the needs of patrons, museums are also more responsive to social change than formerly was the</p>
        <p>Those factors she beheves will tofluence the ways in which museums conduct their business in the future include the 0ater number of single households, ' an awareness that we have squandered our nMural resources, and the extraordinary growth of technology."</p>
        <p>Technology and the need to preserve natural resources are, for example, two factors which may lead to the tdevising of exhibitions and events such as talks on art. With the growth of video will come oppwtunities to visit museums all over the country via the television screen.</p>
        <p>D^ite the specter of fimd-raising difficulties and otho- poteiRial calamities, Lisa Taylor is an optimist. She notes a new respect fw history and tradition. Furthermore, she is happy about the growth of respect for the deccM'ative arts in this country. Critics and the general public as well are beginning to realize that the issues of design are important to all of us, she says.</p>
        <p>After all, every human being is involved in making design decisions. We all live in a house, ctmose clothing and other objects. Each time we do make a choice, are making a design decision, she said.</p>
        <p>Her attitudes are nowhere better revealed than in her comments to the National Home Fashions League. You can view the future as bleak; our profession as obsolete. You can envision is all living und^-ground, like moles, stoclqiiling water. Or you can feel as 1 do  that we are living in an incredibly challaiging time  on the edge of a very promising period in the history of design.</p>

        <p>Now hear this from John Carlson, skipper of the USS Manley, a destroyer ^docked in Boston: Theyre great, sharp-looking. The sailors look and feel proud in their bell bottoms. Guys who wear their bells ashore make out like bandits.</p>
        <p>Its the smartest uniform the Navys ever had, said Robert Del Cogliano of Troy, N.Y., a senior chief personnelman aboard the Manley with 23 years in the Navy. The sailors like tradition, and it helps them stand out. I i think 100 percent of the men are in favor of them.</p>
        <p> Del Cogliano wouldnt get much of an arg^ent from sailors surveyed by UPI since May 1 when Chief of Naval Operations Thomas Hayward deep-sixed the business-look uniform for the bells, which became part of each recruits  seabag.</p>
        <p>The bells had been optional, and until the business-look uniform is gradually phased out in .1983, they will be the only dress uniform issued all enlisted men through petty officer second class. 'They include a neckerchief and Dixie Cup, the traditional white sailors hat.</p>
        <p>Sailors call the uniforms Cracker Jacks after the smiling bell bottomed swab tossing off a snappy salute on the box of candied popcorn and peanuts of the same name. They are also named for Popeye. People rarely mistook the old spinach eater with the permanent wink for anything but a sailor.</p>

        <p>The 26-year-old leader and founder of the Guardian Angels was the inspiration for a recent made-for-tv movie, far which he was paid $32.300. and he's now talking about an international Guardian Angels Weve had invitations from London and Paris. said Sliwa enthusiastically as he rode the Muggers Express. the No. 4 Lexington Avenue subway train that winds through some of the toughest sections of Brooldyn and the Bronx Yes. things have changed</p>
        <p>since 1979. when Sliwa. then</p>
        <p>1</p>
        <p>added that he lives on donations from relatives and friends</p>
        <p>The national headquarters" of the Guardian Angels is a dingy ^lartment in the South Bronx It is also Sliwas home. The walls are covered with newspaper clippings about 9iwa and the group, photographs of Angels in various karate poses and certificates of appreciation from such organizations as the Bronx Chamber of Commerce and the New York City Department of Sanitation.</p>
        <p>The phone rings constantly. The callers in-variaUy demand to speak to</p>
        <p>theRock. No one else, it seems, ever gets a call though the apartment is crammed with Angris ai-tending a class in first aid.</p>
        <p>Somebody with a can of black spray paint has scrawled KKK  and "White Power in lar^ letters over many of the apartment walls. A kitchen wall contains a long declaration about the pit^ obligations of the white race.</p>
        <p>These messages would seem to be distinctly unpopular with a group that is largely black and Hispanic but the Angels appear to cheerfully treat the graffiti as part of the landscape.</p>
        <p>Sliwa explained that somebody broke into the apartment about five monte ago and s{xayed the walls. He thinia the vandalism was probably the work of "neighborhood yoiihs  (te-spite the evident un-popidarity of the Klan in the Soitfh Bronx.</p>
        <p>aiwa, who daims to have beat threatened, shot at and kidnapped last Deconber by three men who he says identified themsdves to him as pdice officers, noted that the neighborhood was not very safe even for the Angels.</p>
        <p>His most outspoken public critic is William McKechnie, the head of the Transit pdice</p>
        <p>uokn. McKechnie has described the Angels as pubUdty-mongers who have done little or noteng to contribute to subway safety. Ife also fears that the under-trained Angels could become a danger to themselves or others in a serious subway confrontation.</p>
        <p>Its their inability to provide protectioo for people, Sliwa said of the resetenent from the transit cops.</p>
        <p>The police and the Angds have engaged in some wdl-publicized rumbles, the most recent last February, when 11 Angds were arrested and charged with riot.</p>

        <p>Under the tenns of the agreement, Aagels wfll be issued identification cards by the Police Department. City and transit oops will render all necessary courtesy and assistance to identified members of the Guardian Aogeis while they are in miformonduty.</p>

        <p>a relativdy unknown high school dropout, organized the Magnificent 13, a group of ghetto kids from the Bronx who volunteered to ride the citys crime-riddi subways in an effort to make the trains safer.</p>
        <p>Through our non-violent resistance we intend on spreading the message of unity and good will for our fellow man, the first press release for the Magnificent 13 declared.</p>
        <p>But that isnt always the way Sliwa talks about the Magnificent 13 these days.</p>
        <p>In an affidavit he submitted in connection with a court suit filed against the maker of the TV movie. Sliwa called the Magnificent 13 a concept,</p>
        <p>Certain companies advised me that the concepts created and developed by me and the activities in which I was involved could be marketed commercially, Sliwa said.</p>
        <p>"The publicity continues to increase to a noticeable extent and it appears that I have created commercially desirable properties, he continued.</p>
        <p>The Magnificent 13 became the Guardian Angels, which Sliwa says has 700 members in New York City and another 400 members in other cities, including Detroit. Atlanta, New Jersey, Los Angeles, Philadelphia and Stanford, Conn.</p>
        <p>And Sliwa has become a bona fide celebrity in a city of celebrities. New Yorkers, whether in the 59th Street subway station below Manhattans Bloomingdales Department Store or the Fordham Avenue stop in the South Bronx near the Angels "national headquarters, stop Sliwa, shake his hand, pat him on the back and offer him encouragement.</p>
        <p>This adulation filters down in lesser quantities to the other Angels: ghetto kids who dress in a melange of red berets, white Guardian Angels T-shirts, braids, coon tails, Army jump boots, sneakers, fatigue pants and black karate clothes.</p>
        <p>They are part urban boy scout, part street gang and part Army platoon as they stand and snap to attention for Sliwa when he arrives at the 59th Street subway station prior to the nightly patrol on the Muggers Express and other subway trains.</p>
        <p>Theres a feeling of self-confidence. Youve got to feel great when youre an Angel even if youve got zip for a personality. People smile at you and slap you on the back. You become somebody, Sliwa explained.</p>
        <p>The Rock. as he is called, is fully familiar with criticism that centers on his penchant for publicity and hype for the Guardian Angels.</p>
        <p>His public relations agent, a pleasant-sounding woman named Fran White, sometimes refers to him as "Mr. Sliwa in conversations with reporters. It usually takes new reporters in the cit&amp;gt; several months to discover that Fran White is Sliwas mother.</p>
        <p>I guess I plead guilty, Sliwa said of his talent for attracting headlines. But look at all the other people who get media attention who have absolutely nothing to say. We have a message for people.</p>
        <p>Sliwa said he had no intention of going to Hollywood or entering politics and was perfectly content running the Angels, or the Assocation of Guardian Angels Inc., as the non-profit, tax-exempt group is known in legal papers.</p>
        <p>He explained that he only wound up with about $14,500 of the money he was paid for the movie. The Guardian Angels is not a hobby for Sliwa; it is his full-time job and a way of life.</p>
        <p>Of course, I hope to get a salary from the Guardian Angels some day. My savings are practically exhausted. he said. Sliwa</p>
