          <lb />/ } Yh ff 7<lb />MINUTES OF THE STAFF MEETING wil] =<lb />PSYCHOLOGY DEPARTMENT es<lb />October 19, 1970<lb /><lb />The Psychology Department held its October meeting in EP 104 at 4 o'clock October<lb />19, 1970.<lb /><lb />All members were in attendance except Mrs. Stapleton and Pfr. Roberts who had con-<lb />flicting meetings.<lb /><lb />The following items were discussed:<lb /><lb />1. Dr. Prewett gave a brief report of his testimony at a hearing held by the<lb />Motor Vehicles Department on Thursday, Q@ctober 8 in Raleigh, North Carolina.<lb /><lb />Dr. Prewett indicated that he was testifyine as President-elect of the North<lb />Carolina Psychological Association, as Chairman of the Psychology Department<lb />at East Carolina University, and as a representative of the State Board of<lb />Examiners of Practicing Psychologists. The specific statute in question at<lb />the hearing, GS~20-17.1, in which individuals accepted for treatment at<lb />Alcoholic Rehabilitation Centers or at mental health facilities would have<lb />their driver's license revoked was expressly described (in Dr. Prewett's<lb />testimony) as regressive, discriminatory, and illogical. The essence of<lb />Dr. Prewett's testimony was that the whole statute should be abolished and<lb />anew start should be made by the next Legislature in the area of safety on<lb />the highways in this general context.<lb /><lb />2. Dr. Long discussed the question of the State Personnel Board permitting an<lb />Ea individual with an A. B. Degree in psychology to advance up the career<lb /><lb />ladder so that he, at the end of three years, would have the same job title<lb />and responsibilities as an individual who had completed a Master's Degree<lb />in clinical psychology. r. Long pointed out that the graduate students at<lb />East Carolina University had sent a letter to Dr. William E. Thomas, Chief<lb />Psychologist, N. C. Department of Mental Health, about this position and<lb />expressing their opposition to it. Dr. Long also indicated that favorable<lb />response had already resulted from the letter and that the Personnel Board<lb />had instigated a moratorium on this question for the moment.<lb /><lb />3. The whole question of employment of individuais in psychology with partially<lb />finished graduate programs and with A. 8. Degrees was discussed. Also,<lb />such programs as those at technical institutes came up for discussion. The<lb />staff decided to appoint a committee to investigate this general problem.<lb />The following members were named: Williams, Chairman, Corwin, Tacker,<lb />Moore, and Long.<lb /><lb />4, Dr. Mitchell reported for the Curriculum Committee. The following courses<lb />were apvroved:<lb /><lb />Psychology 403--Seminar in School Psychology (3)<lb /><lb />Psychology 417--Individual Testing of Exceptional Children<lb />(3)<lb /><lb />Psychology 418--Psychological Study of Children (3)</p>

          <lb />es 5, Dr. Martoccia reported for the Library Committee. He stated that, due<lb />to the purchase of a good many back issues of journals, The Psychology<lb />Department appears to be operating now with a deficit of some $1600, as<lb />far as library funds are concerned.<lb /><lb />6. A general discussion was held in regard to the new grading system for<lb />graduate students. Dr. Martoccia's statement that perhaps the honors<lb />grade should go to those students whom you would have given an A+ under<lb />the old system seems to have some degree of acceptability to the staff.<lb />Further discussion of this problem will take place at subsequent staff<lb />meetings. (The Committee established under Item 3 will also deal with<lb />this question.)<lb /><lb />7. Dr. Tacker presented a report of an Ad Hoc Committee concerning procedures<lb />to follow for use of the new calculator purchased for staff research. The<lb />report was as follows:<lb /><lb />The Committee recommends that the new electronic calculator<lb />remain in Dr. Prewett's office in a locked drawer, the keys<lb /><lb />of which will be available through Mrs. Brown. A reservation<lb />and sign-out sheet will be available in the drawer. After a<lb />staff member has had vossession of the calculator for 24 hours<lb />any other staff member may call for its immediate return.<lb /><lb />8. The perenial question of the graduate comprehensives examination was brought<lb />up for discussion.
