The President of the United<lb />States has been insulted by a<lb />Spanish blackguard who held the<lb />eommission cf his eovarnment as<lb />Minister to the United States,<lb />and our departraent of State has<lb />been held up to the ridicule cf<lb />the world for allowing itselt to be<lb />gulled by Spanish shams labeled<lb />sutonomy for Cuba and negotia-<lb />tions for a reciprocity treaty; the<lb />Insult was in writing, the author-<lb />ship of which was acknowleaged<lb />by Senor de Lome, has teen<lb />published throughout the civiliz-<lb />ed world. Surely this was an<lb />ooccasion, but no oman� has yet<lb />been produced. The natural<lb />thing to be expected after de<lb />Lome acknowledged having<lb />written the published letter, was<lb />that Mr. McKinley would at once<lb />send de Lome his passports.<lb />Instead of that, he sent a request<lb />to Madrid that de Lome be<lb />recalled, and before it was pre-<lb />sented to the Spanish goverment,<lb />de Lome had resigned and his<lb />government had acrepted the<lb />resignation, and now, Mr. Me-<lb />Kinley is waiting tu Jearn what<lb />Spain will say about it all.
