Va.,�T said<lb />the man who knew about proverbs,<lb />~~thereisa hotel. This is not strange<lb />to you, byt probably you haven't<lb />been in H"". I have been there.<lb />By way of digression, let me remark<lb />that in allthese small country towns<lb />.of Virginia and its coparcener states<lb />it is astonishing how easy it is to<lb />arrive and how hard it is to depart.<lb />At whatever hour you may have ar-<lb />rived, you are certain to take the<lb />train after midnight and before 6<lb />o'clock, This arrangement effectual- ;<lb />ly spoils the night for sleeping pur-<lb />poses or for amusement, but, then,<lb />there is no amusement.<lb /><lb />oTo resume, I reached H"" at<lb />some seasonable hour and put up at<lb />the hotel, did what I had to do and,<lb />as I had been up most of the preced-<lb />ing night, turned in about 9 oTclock,<lb />leaving word at the office to be call-<lb />ed at 1 oTclock, as the train left<lb />shortly before 2 oTclock.<lb /><lb />oTn time Iwas called, so I dressed<lb />quickly, paid my bill, seized my bag<lb />and hurried to the ~depot,T about a<lb />block, away. Half along the block I<lb />happened to look at the hotel and<lb />saw that every lamp in it was out<lb />and the house was as dark as pitch.<lb /><lb />oAt the station I found a police<lb />man, who scemed pleased to see me. |<lb /><lb />~Haw soon is the train due?T i<lb />asked by way of opening a short<lb />conversation.<lb /><lb />~*¢ Bout a hour anda half,T said<lb />he pleasantly.<lb /><lb />~What!T Lyelled. Then T looked<lb />at my watch. His young gentlemen,<lb />he said, knew how it ought to be<lb />done, but ours knew how to do it.<lb /><lb />The difference is great. The Brit-<lb />ish midshipman is brought up in his<lb />professicn, and when he finds him-<lb />self suddenly in a tight place he<lb />knows what to do instinctively With-<lb />out waiting to reason about it. It is only quite nat-<lb />ural and reasonable that they should<lb />be so, for reasons which we have al-<lb />ready sufficiently indicated. For our<lb />own part we do not think they are by<lb />any means such utter ignoramuscs<lb />as they are sometimes supposed to<lb /><lb />self constituted critics.<lb /><lb />For instance, a well known civil-<lb />jan writer on naval subjects, mas-<lb />querading under the title of Nauti.<lb />cus, published lately a violent diz-<lb />tribe on the gross and deplorable<lb />ignorance of British naval officers.<lb />He described them as being alto.<lb />gether behind the times, as com-,<lb />paring most unfavorably in point<lb />of general knowledge with the offi-<lb />All European nations as well<lb />h those of the United States.<lb />ey were held up to scorn for not<lb />being ~~men of the worldT and foi<lb />not being able to ~~shinein socicty,�T<lb />in consequence of their faulty edu-<lb />cation, and it was further stated<lb />that they were not sound scientific<lb />It is quite possible that al:<lb />three accusations might be true"<lb />the third modified"and yet that<lb />ours might be the best naval officers<lb />in the world. We say the thir<lb />modified, as it depends a good dea. |<lb />upon what we understand by %<lb />sound scientific officer. It is proba<lb />ble"nay, almost certain"that, s«<lb />far as abstract science is concerned<lb />our naval officers are surpassed by<lb />those of most other countries an<lb />certainly by those of France an<lb />Gecraany, but when it comes to the<lb />preetical application of such scien<lb />tific or other knowledge as the offi-<lb />ect. of the different nationalitie:<lb />pos oss it has been proved a hun<lb />drcu times over that our officers ar¢<lb />ahead of all. Ten thousand horse-<lb />power which cannot be applied is<lb />not so good for propulsive purposes<lb />as 5,000 horsepower which can be |<lb />applied."BlackwoodTs Magazine.<lb /><lb />Quakers and Their Hats.<lb />There has been told in various<lb /><lb />commonwealth times, George. Fox,<lb />the founder of the Society of Friends,<lb />and his fellow Quakers were sub-<lb />jected because of their refusal to re-<lb />move their hats in presence of the<lb />civil magistrate, but the blame for<lb />this would seem to have lain upon<lb />the local justices rather than tho.<lb />central power. Cromwell perceived<lb />that it was easier for stupid or zeal-<lb />ous magistrates to send Quakers to<lb />prison for this refusal than to get<lb />them out again, for Fox and his<lb />Friends had almost to be implored<lb />to leave the jails into which they<lb />considered themselves to have been<lb />unjustly thrast.<lb />It was this continual persecution<lb />of the Quakers, in the west of, Eng-<lb />land particularly, that at length<lb />moved the council to emphatically<lb />interfere on their bebalf.
