In fact, it<lb />is now difficult for one not in<lb />Washington, to helieve the ex-<lb />tent of the disruption of the<lb />party. Nothing can better illus~<lb />trate this than the attitude of the<lb />Republicans in congress towards<lb />the recommendations made by<lb />Mr. McKinley's message. Not a<lb />single one of them has the sup-<lb />portof anywhere near the solid<lb />Republican vote in either branch<lb />of Congress) Mr. McKinley<lb />asked indirectly, Secretary Gage<lb />drrectiy, for the retirement of the<lb />greenbacke, but 1f the Democrats<lb />and populists retrain from voting,<lb />it is doubtful whether a bill pro~<lb />viding therefor could pass either<lb />branch of Congress: Mr. McKin-<lb />leyTs Cuban prlicy is constantly<lb />and openly assailed by Repub-<lb />licans; he asked for the immedi-<lb />ate ratification of the treaty for<lb />the annexaticn of Hawaii, but<lb />not a move bas been made in that<lb />direction in the Senate, and<lb /><lb />abandcnment of tho treaty is<lb />looked for; he defended the civil<lb /><lb />gorvice law, and one haif of the],<lb /><lb />Repuilican members of the<lb />House are openly engaged in an<lb />effort {o break down that law. In<lb />fact, everything is tending to-<lb />wards &amp; restoration of the Demo-<lb />cratic party to power, and the<lb />once boasted solidity of the Re-<lb />publican party, which was for<lb />years its most noted trait, has<lb />gone, appareutly forever.<lb /><lb />The House Banking and Ours<lb />rency Committee is laboring hard<lb />to produce a financial bill, but it<lb />is anctber case of oMuch ado<lb />about nothing,� as there are<lb />abcut as many different opinions<lb />in the Committee as there are<lb />members, and each opinion is<lb />represented by a bill framed by<lb />its owner. It has been said that<lb />Czar Reed, in selecting this com-<lb />~mittee, chose men whum he knew<lb />would never agree on a bill, and<lb />it looks that way.<lb /><lb />Representative Sullivan, of<lb />Mississippi, in his speech against<lb />the payment of pensions to<lb />wealthy men quoted extensively<lb />from Gen. H. Y. BoyntonTs recent<lb />atraingement of the injustice of<lb />the Pension laws as now admin-<lb />istered, because he endorsed what<lb />that gentleman had said and<lb />knew that nobody could raise<lb />any question of Gen. BoyntonTs<lb />right to criticize. Although the<lb />Pension bill passed by the House,<lb />carries an appropriation of more<lb />than $141,000,000, something like<lb />$2 for each map, woman and<lb /><lb />child in the United States"it<lb /><lb />cents to pay interest on the pub-<lb />lic debt, although probably not<lb />made for such a purpose, ought,<lb />in view of the probable pension de.<lb />ficit of $10,000,000 in the next fis-<lb />cal year,and the announced desire<lb />of the administration to increase<lb />our bonded indebetedness, to<lb />cause many persons to pat on<lb />their thinking caps.<lb /><lb />It is practically certain that at<lb />the caucus of the Democrats of<lb />the House, to be heid this week,<lb />it will be decided to make Cuba a<lb />party question, ard to use every<lb />opportunity to attempt to get the<lb />Senate resolution, declaring for<lb />the recognition of Cuban belli-<lb />gerency adopted by the House.<lb />~also thas the caucus will declare<lb />the party opposed to each and<lb />every financial recommendation<lb />made by the administration. It<lb />is not likely that the caucus will<lb />say anvthing about the silver<lb />question. The position of the<lb />party is too well known to need<lb />any new declaration in favor of<lb />silver. The caucus will proba-<lb />bly declare against the annexa-<lb />tion of Hawaii, either by treaty cr<lb />legislation, and 16 may also de-<lb />clare against the enactment of the<lb />bankruptcy law, but there 1s<lb />doubt about the latter action, as<lb />there are some siiong adyocates |!<lb />of the bankrupt law among the<lb />Demcecrats, and others who<lb />doubt the wisdom of trying to<lb />make it a party question.<lb /><lb />The report that Czar Reed ia in<lb />sympathy with the fight o. civil<lb />service reform, because he recog-<lb />nizes in it a means of lessening<lb />Mr. McKinleyTs chances for a<lb />renomination, was partially con-<lb />firmed by the attendance at a<lb />paucus of Republican Represen-<lb />tatives called to consider Ways<lb />and Means of fighting the present<lb />civil service law, and bring about |<lb />its modification or complete re-<lb />peal. In view of the absolute<lb />control Mr. Reed has over the<lb />Republican members ~of " the<lb />House in about everything else,<lb />it does not seem hkely that as<lb />many as seyenty two of them<lb />could have been persuaded to take<lb />part in this movement unless they<lb />knew that Mr Reed had no objec<lb /><lb />tion toit.
