The administration<lb />trying to bluff a portion of its own<lb />party and the country, It doesnTt<lb />want any financial legislation, This<lb />has already been made plain in the<lb />House by the grab game engineered by<lb />Mr, Dingley by which his committee"<lb />Ways and Means "wijl] take charge of<lb />« all financial bills and smother them,<lb />Republicans have also plainly indicated<lb />by their talk that they h<lb />intimations from the<lb /><lb />is simply<lb /><lb />ad received<lb />administration<lb />that no financial legislation was wanted<lb />If public criticism ot its atutude mekes<lb />it necessary to strengthen its bluff, the<lb />administration will, through Mr,<lb />Dingley, fix Up a bill and jam it<lb />through the House, knowing that the<lb />Senate would not act upon it, Ot<lb />course, the people-of this country are<lb />fools enough not to know the difierence<lb />between this sort of thing and real<lb />_ Statesmanship, and they will be so<lb />sorry that the administration isnTt<lb />uble to get what it doesnTt want"so<lb /><lb />Sorry that they'll elect a Democratic}<lb /><lb />Congress next year. :<lb />The administration doesnTt wish the<lb /><lb />Nicaragua Canal question to be acted<lb />upon by this Congress, and when Mr.<lb />McKinley eaid in his message that he<lb />would have something furvher to say<lb />on tke subject when he submitted the<lb />report of the Commission which bas<lb />just started for Nicaragua to make a<lb />new survey and estimate of cost, under<lb />az. act of Congress, he was fully aware<lb />that the commission was not likely to<lb />nace a report before the death of the<lb />Fifty"fitth Congress. In fact, it is<lb />known that members of the commis~<lb />sion were given a broad hint before<lb />their departure that their report was<lb />not expected before March 4, 1899.<lb />One Nebraska Republiaan"Mr.<lb />Winfield S$. Strawn, an Omaha lawyer<lb />"has turned up in Washinton who is<lb /><lb />honest enough to publicly say that the.<lb /><lb />Republicans have no chance to carry<lb />that State, either at the Congressional<lb />elections next year or the National<lb />election of 1900. Mr. Strawn says<lb />the Republiesns have net been able to<lb />get back the tarmer votes they Icst cn<lb />the silver question, and that they are<lb />not likely to get them back so long as<lb />the question is unsettled,<lb /><lb />With the exception of Senators<lb />Morgan, of Alabama, and Gorman, of<lb />Maryland, every Democratic Senator<lb />is now lired up ngainst the annexa-<lb />tion of Hawaii, and ~the opposition<lb />among the Republicans already in-<lb />cludes Senators Hoar, Morrill and<lb />Pettigrew. This makes it impossible<lb />to procure the two thirds vote needed<lb />to ratify the troaty providing for an-<lb />hexation, and the Republicans are<lb />already seriously thinking of abandon.<lb />ing the treaty and trying to secure<lb />aunexation by majority legislation, It<lb />looks as though the anexation question<lb />was going to be used by the Reed<lb />machine.to whack McKinley over the<lb />head, The Czar 1s understood to<lb />have privately announced himself to be<lb />opposed to annexation. In fact, pres-<lb />ent indications are before this session<lb />has grown very old the line between<lb />McKinley Bepublicans will be sharply<lb />drawn.<lb /><lb />If Spain isnTt entirely pleased with<lb />the s tuation at the Washington end<lb />of the line she must be hard to please,<lb />It was a new thing tora President of<lb />the United States to devote nearly<lb />half of his message to Congress to an<lb />argument in favor of allowing a for-<lb />eign nation more time in which to try<lb /><lb />to squeeze the lite out of a people<lb />residing in s'ght of our coast, and the<lb /><lb />innovation was nausecus to many. A<lb />dose equally nauseous followed, when<lb />Secretary Gage presented several<lb />columns cf colid newspaper matter,<lb />giving in detail the extraordinary<lb />efforts of this country to aid Spain by<lb />suppressing filibustering. Senator Al<lb />len offered a resolution in the Senate<lb />tor the.recognition of Cuban indepen-<lb />dence, but it is feared that the Com-<lb />mittee on Foreign Relations, to which<lb />it was referred will pigeon hole it.<lb /><lb />The first skirmish in the war on the<lb />civil service law was pulled off in the<lb />House this week, and it was lively<lb />while it las~ed.
