A man who was for-<lb />merly a Democrat became dissat-<lb />isfied with his condition and,<lb />under promise of office, fell an<lb />easy prey to the Populists. He<lb />was giyon &amp; nomination on the<lb />fusion ticket, but it developed<lb />afterwards that the negroes of<lb />his county were opposed to him<lb />avd were making threats to scratch<lb />him off the ticket when they<lb />went to vote.<lb /><lb />He set to work to reconcile this<lb />opposition, and a negro tenant on<lb />his farm, who was somewhat of a<lb />leader among the negroes, was<lb />taken into his confidence and put<lb />to work in his behalf. In order<lb />to ingratiate himself in the favor<lb />of this negro tenant the latter<lb />was accorded the privilege of<lb />gleeping in his home and eating<lb />at his table.<lb /><lb />This man had an only daughter,<lb />an attractive girl of 16. At first<lb /><lb />she did not like the negro being<lb /><lb />in their home but had to submit<lb />to it. The only idea her father<lb />geemed to have was getting the<lb />Office, regardless of consequences,<lb />and the protection of his daugh-<lb />ter gave him no concern. He<lb />got the office, and the News and<lb />Observer says there 1s also a<lb />muiatte gvandsop in his home of<lb />which this negro tenant 1s the<lb />father.<lb /><lb />Horrible, shameful picture to<lb />look upon, yet it is a fruit of the<lb />social equality that such political<lb />fusion begets. Is it not enough<lb />to stir the blood in every white<lb />manTs veins, and cause those who<lb />bave been aiding such @ party a»<lb />bas brought shame and disgrace<lb />npor the State to forever aban-<lb />don it? T<lb />This leads to the observation that<lb />quite a number of the small towns<lb />ef the State have telephone sys-<lb />tems, a8 good in all respects oas<lb />those of the large towns, and<lb />that they get the service at the<lb />rate of $12 and $15 per month,<lb />while the larger towns pay double<lb />as much, and more. What ad-<lb />vantage have the latter ? and whv<lb />snould these things be so? Is<lb />there any peculiar magic in the<lb /><lb />name of Bell that makes it worth<lb /><lb />double price to talk or listen over<lb />a Phone that bears jt ?"Char-<lb />lotte Obseryer.<lb /><lb />Is not the Observer mistaken<lb />in its figures? R. Tillery. of Tillery, has<lb />made a proposition to the State<lb />to lease his farm of 1,800 acres<lb />cleared land on what seems ~a<lb /><lb />liberal basis. Mr. ~Tillery. pro-<lb />poses to furnish land, teams, all<lb />farming equipments, engines and<lb />boilers and gins, hay presses,<lb />houses for the supervisors and<lb />guard, quarters for the convicts<lb />ard share with the State half of<lb />the groes proceeds of the farm.<lb /><lb />His proposition means that<lb />there would be a new farm en-<lb />tirely distinct from «uy other<lb />farm now beipg operated by the<lb />State.<lb /><lb />Mr. TilleryTs farm is one of the<lb />best along Koanoke river, andis<lb />every foot free from overflow,<lb />the highest freshet known lacking<lb />three feet of coming over the<lb />land."Scotland Neck Common-<lb />wealth.<lb /><lb />Mr. R. The lines are so rua that<lb />the negroes have a large majority<lb />in two wards and the whites in<lb />two wards. To the two negro<lb />wards the act gives two aldermen<lb />each and to the two white wards<lb />one each. One<lb />of them is Mr. Thomas Ritter, of<lb />(artexTs Mills, this county. Mr.<lb />Kitteris 56 years of age and has<lb />a fimilv of fourteen children.<lb />He has farmed all his life and has<lb />never bought a bushel of corn, a<lb />pound of Lacon, a pound of flour<lb />or a pound of anything else that<lb />can be raised on the farm, but<lb />has always kept these things on<lb />hand for sale. He has never<lb />owed any mana cent and never<lb />buys anvthing from the stere<lb />except 20ffee and sugar and such<lb />other things as he canTt raise at<lb />home. He has fat hortses, hogs,<lb />cows and pcultry and his table is<lb />always furnished with the very<lb />best that a good farm can fur-<lb />nish. He raised one bale of cot-<lb />ton this year and says that it<lb />makes but little difference with<lb />him whether it is five or ten cents<lb />acpound. Mr. Ritter reads the<lb />newspapers aud keeps well posted<lb />in regard to current topics. The<lb />sec.et of his success as a<lb />farmer is that he iises all bis<lb />own supplies and pays little at-<lb />tention to cotton. The country<lb />would be better off if we had<lb />more farmers like Mr. Riter He<lb />has a brother wbo b:s been<lb />equally as successful as a tarmer.<lb />"NSanford Express.<lb />sees aife<lb /><lb />Constitutional Government In Japan.<lb /><lb />Constitutional government was<lb />established in Japan in 1890. It was<lb />the direct result of the promise<lb />made by his majesty and was a spon-<lb />taneous gift of some of the imperial<lb />powers'and prerogatives to the peo-<lb />ple. Steps had been taken previous-<lb />ly to pave the way for the adoption<lb />of parliamentary institutions by ex-<lb />tending the rights and privileges of<lb />the people, most notably by the cre-<lb />ation of the prefectural assemblies,<lb />which exercise a certain degree of<lb />control over local affairs. Whether<lb />or not such measures were of essen-<lb />tial value it is not necessary to in-<lb />quire in this place. In any case it<lb />can now be truthfully stated that<lb />parliamentary government in Japan<lb />has passed the experimental stage<lb />and is established among the per-<lb />manent institutions of the land. Of<lb />' course this has not been accomplish-<lb />ed without friction between the ex-<lb />ecutive and legislative branches of<lb />the government. Political storms<lb />rage in Japan just as in other coun-<lb />tries, but the new institutions have<lb />stood the strain of all conflicts.<lb />Every such struggle has been car-<lb /><lb />provisions.
