As fast as the<lb />Southern Democrats arrive in<lb />Washington, they are hutton-<lb />holed by agents of the adminis"<lb />tration, who try to convince<lb />them what a boon it would be<lb />for that section and for portions<lb />of the West, where banking facil -<lb />ities are deficient, 1f National<lb />Banks could be estadlished in<lb />gmall towns with a capital of<lb />$25,000, wero allowed to issue<lb />currency to the par value of<lb />bonds deposited with the gov-<lb />ernment, and the tax on that<lb />currency was made merely nomi-<lb />nal. Atter talking up the adyan-<lb />tage of a plentifui supply of cur-<lb />rency at home, to meet the home<lb />demand, they try to get the<lb />Southern Demccrats to pledge<lb />themeelves to vote for a bill em-<lb />bodying these amendmeats to<lb />the National banking laws- It is<lb />a shrewd game, and the argu<lb />ments are plausible when used<lb />to men who know how their con-<lb />stituents are at times inconve-<lb />nienced by the lack of sufficient<lb />currency to meet their needs, and<lb />it is not surprising that some<lb />Democratic support for the ideas<lb />has been secured. The adminis-<lb />tration hopes to get enough<lb />Democratic Senators to put this<lb />scheme ihrough the Senate, in<lb />connection with other finaucial<lb />legislation, about which care 18<lb />taken to say nothing at this time,<lb />ar if that is not feasible, to put<lb />through a bili with no other<lb />feature. Anything that will<lb />gtrenghen the National Bankirg<lb /><lb />aystem will strengthen the 8<lb />standard pclicy-<lb /><lb />Secretary LongTs annual report<lb />contains several sentences that<lb />must have escaped Mr, McKin-<lb />leyTs blue pencil by accident.<lb />For instance, ne speaks of opos-<lb />sible annexation of islands in the<lb />Pacific,� as though he entertained<lb />doubts about the aunexation of<lb />of Hawaii, and he acknowledges<lb />Dis fear of that growing Treasury<lb />deficit by saying that in expen-<lb />ditures for the Navy oa due<lb />regard is necessary to the relation<lb />of the national expenditures to<lb />the national reverues.� It is<lb />_ Very difficult to reconcile the<lb /><lb />decidedly peaceable tone of the<lb />Secretary's ofliciel talk about<lb /><lb />only smail additions to the Navy<lb />being provided for by this Cor-<lb />: ~Bress, and of his intention to take<lb />War Ships out of commission in<lb />« rder to pay running expenses,<lb />~With the action just taken by his<lb />_ @epartment in placing a large<lb />_ pontract"the largest made since<lb />~he ,, war"for ammunition and<lb /><lb />Several hundred employes of<lb />freasury Department find it<lb />dmpossible to prepare for Christ<lb /><lb />DAILY REFTECTOR<lb /><lb />mas in the proper joyous. spirit,<lb /><lb />in the meantime. fall upon, their<lb />officiat necks, The civil service<lb /><lb />territory shall have a propertion-<lb />ate «rota of the employes of the<lb />Government. Secretary ° » Gage<lb />ha3 just had a list prepared show-<lb />ing the residence of the emr loy-<lb />es of his Department, and has<lb />announced bis intention to weed<lb />cut the obarnacles.� This has<lb />been interpreted by the employes<lb />to mean that dismissals are to be<lb />made among the residents of<lb />those States having more than<lb />their share in order. to give the<lb />places to residents of States<lb />which have less than their share.<lb />Should this be true, many per-<lb />sons residing, or claiming a<lb />residence, in nearby States. will<lb />have to go, as the nearby States<lb />all have more than their share,<lb />but the heaviest blow would fall<lb />upon reside..ts of the District of<lb />Columbia, which is legally<lb />entitled to only nine clerks ir<lb />the Treasury Department, but<lb />which bas more than three hun-<lb />dred. There have been several<lb />scares of this sort before, but it<lb />isnTt the sort of thing that the<lb />poor devils who haye been in<lb />government employ so long that<lb />they have forgot how, ifT they<lb />ever knew to make a living out-<lb />side, can get used to. Tha od<lb />thing about it, if carried out<lb />would be that it would catch<lb />many more Republicans than<lb />Democrats, but nota few of them<lb />are political hermaphrodites,<lb />making it their business to<lb />always appear to belong to the<lb />party on top, without. actually<lb />belonging to either.<lb />Representatiye Hartman,<lb />Montana, takes issue with the<lb />Repablicans who are trying 80<lb />hard to create the imprssion<lb />that the silver question is dead.<lb />He says it 18 the livest issue now<lb />before the people, owing to the<lb />absolute failure of the Woilcctt<lb />Commissicn; that last year<lb />thousands of Republicans voted<lb />for McKinley, believing that he,<lb />would do something for silver,<lb />and pow they know thai he will<lb />not. My.
