Senator Feaker is<lb />understood to be looking after the<lb />Ohio end of the Reed machine, and<lb />the fight on the election of Boss Hanna<lb />te the Senate is being used as a means<lb />of weakening Mr. McKinley in his<lb />State, with a view to preveuting his<lb />being able to controi the Ohio delega-<lb />ticn to the next Republican National<lb />Convention. Tho rivalry between the<lb />Reed and McKinley. factions, now<lb />gecret, is likely to be open and spirited<lb />wa the near future.<lb /><lb />The Democrats do not have to even<lb />go to the troubie or fighting Secretary<lb />GageTs gold bond scheme ; it is having<lb />the little lite it had thumped out of it<lb />by Republicans.. About one half of<lb />the prominent Republican Senators<lb />and Representatives who have been in<lb />Washington since the gold bond<lb />scheme was made public, have taken<lb />occasion to publicly ~condemn it. As<lb /><lb />/<lb /><lb />MecKinleyTs|<lb /><lb />Mr. McKinley has always been as #<lb />follower, not a leader, of the opinions<lb />of his party, it will be interesting to<lb />see what effect this Republican con-<lb />demnation of the issuing of gold bonds<lb />will have upon his treatment of the<lb />subject in his annual message to Cou-<lb /><lb />gress, Already there are rumors of<lb />his intention to straddle the question by<lb />merely ealling attention in his message<lb />to the recommendations of Secretary<lb />Gage without indcrsing them.<lb /><lb />The events of the past week were<lb />confirmatory of the suspicion that the<lb />new Spanish Ministry and Mr. Mc-<lb />KinleyTs administration are acting in<lb />concert in Cuban matters, for the<lb />purpese of adding to the hands off<lb />sentiment in Congress. Although this<lb />policy may succeed for a time in pre=-<lb />venting action by CongresT, the<lb />friends of Cuba are confident that the<lb />lack of success on the part of Spain in<lb />bringing the war in Cuba to a close,<lb />will be so apparent before this session<lb />of Congress adjourns, that Congress<lb />will be sure to take decisive action.<lb /><lb />Some amusement hes been created<lb />in Washington by a long printed<lb />statement given out by the selt constis<lb />tuted moneta y conference, as to its<lb />intentions eoncerning the financial<lb />scheme it isengaged in hatching out:<lb />These gentlemen fav their report will<lb />be withheld from the public until the<lb />annual message of the Presiden: has<lb />been sent to Congress. ~The country<lb />would survive if 1t were permanent ly<lb />withheld. The statement acknow]-<lb />edges that they orecognize the fact<lb />that they have no holiday task before<lb />them in securing the adoption of the<lb />report by Congress, which is an en-<lb />tirely ulnecessary acknowledgement ;<lb />everybody knew it all the time. But<lb />bere is about the most amusing se"<lb />tence in the statement: oSometime.<lb />will be allowed to pass after the pub-<lb />lication of pefore oany<lb />attempt is made to force it toa vote 1<lb />either House of Congress (otorce 18<lb />This time will be employed<lb /><lb />the report<lb /><lb />good).<lb />in a campaign of education, by means<lb />of thorouga discussion in thepress and<lb />in the popular magazines of the merits<lb />of the proposed financial reterms.<lb />rhe most of the omerit side of the<lb />discussion will be paid matter, but the<lb />untramméled press will make no charge<lb />for showing up its demerits. In view<lb />of the popular idea of oeducated public<lb />opiniow, the plan of campaign is<lb />exposed when the statement says that<lb />the members cf the conference are<lb />confident othat the great body ot<lb />educa~ed public opinion in the coun-<lb />try will come to their support. So<lb />much of it as gets its educational<lb />matter from Wall strest..and London,<lb /><lb />_{ probably will.<lb /><lb />It seems to be the general belief in<lb /><lb />Washington that if Gov. Lowndes had<lb /><lb />any chance to get the seat now cccu-<lb />pied by Senator Gorman, he has lost<lb />it by choosing Senator Wellington to<lb />manage his campaign. The extent to<lb />whigh Wellington has this year been<lb />jumped on by the Marylend Republi-<lb />cans, indicates that his influence has<lb />pretty much all beew lost. Postmaster<lb />Genersl Gary isnTt doing any talking,<lb />but they say that he is making a still<lb />hunt for that Senatorship that may<lb />surprise somebody when that Republi-<lb />can caucus gets together. .<lb /><lb />The attempt of ExeSecretary of<lb />State Foster, who has made a_ failure<lb />of the seal negotiations, of which he<lb />has had charge to get himeelf put at<lb />the head of a commission to negotiate<lb />a similar commission eppointed by<lb />Canada for the settlement. of all dis-<lb />putes, means nothing more than that<lb />Mr. Foster is anxious to keep on<lb />drawing a big salary fo: very light<lb />work,<lb /><lb />eee<lb /><lb />Yellow Fever Germs<lb />breed in the bowels.
