It knows that<lb />it is already under suspicions of<lb />having given England atin, and,<lb />what is more important, it knows<lb />tnat the yotes of Senator Wolcott<lb />and the other five Senators"Car-<lb />tér, Pritchard, Shoup, Warren<lb />and Clarke"who remained in the<lb />Bepublican party, when other<lb />silver Republicans led by Senator<lb />Teller abandoned it, solely be-<lb />cause of their belief that this ad-<lb />ministration would be able to<lb />accomplish something for silver<lb />through some sort of an inter-<lb />national agreewent, will be<lb />needed when the attempt to jam<lb />an administration financial bill<lb />through the Senate is wade this<lb />winter. It remains to be seen<lb />whether their votes can be had.<lb />None of these men are fools.<lb />Their attitude towards the ad-<lb />qinistration financial bill will<lb />probably depend largely upon<lb />whether Senator Wolcott bas<lb />been cured of his international<lb />bimetallism haJlucinations by the<lb />rebuff given him by tke British<lb />government, end whether he sees<lb />through the game that has been<lb />played upon him and his silver<lb />- colleagues and their constituents.<lb />Not only must the administration<lb />get these votes but it must also<lb />get those ot the sold Democrats<lb />"Caffery, Gray, Lindsay and<lb />Smith", and then get the bill tc<lb />a vote in the Seuate, in order to<lb />pass it. And, as though this<lb />outlook was nota source of suffi-<lb />cient worry to Mr. McKinley,<lb />Ozar KeedTs friends are dropping<lb />mysterious hints that he may not<lb />deem it wise to allow the House<lb />to pass any financial legislation<lb />at the coming session of Con-<lb />gress.<lb /><lb />With all .its numerous results<lb />England neyer fails to see that<lb />the interests of the humblest<lb />Englishman are protected in the<lb />most remote portion of the world.<lb />Knowing this, chere is much in-<lb />terest felt in Washington in con.<lb />nection with what England will<lb />do abont that correspondent of<lb />_aLondon paper who staryed to<lb />death in the streets of Hevana,<lb />a5 a result of his having been<lb />Tobbed of everything he had,<lb />includitg his passport, and being<lb />unable to identify himself or<lb />communicate with friends at<lb />home and ~obtain assiatance.<lb />~There are portions of this story<lb />_ othateeem incredible, bat it an<lb />stigation shows its main<lb />~to be true. it is a good ten<lb /><lb />shot that England will<lb />ly demand nd get the<lb /><lb />prominent:<lb /><lb />Wm. R. Morrison will<lb />politics again when his<lb />member of the Interstate Com-<lb />merce Commission expires, and<lb />be a candidate for Congress from<lb />his old district, now represented<lb />by his old time political oponent,<lb /><lb />Jehu Baker. Mr. Morrison's<lb /><lb />many. Democratic admirers would,<lb /><lb />like to see him back in Congress,<lb />where he was once such a vower.<lb /><lb />Gamblers care nothing for men<lb />or political principles in an elec-<lb />tion; they bettheir money to win,<lb />and the fact that they are gladly<lb />taking ali the offers to ~bet<lb />against the regular Democratic<lb />candidate, and even giving of 3<lb />to 1 to tempt betters, tells its<lb />own story, and the gamblers are<lb />not the only men who regard the<lb />election of Judge Van Wyck, the<lb />regular Democratic candidate for<lb />Mayor of New York city, as a<lb />certainty. One wager of eyen<lb />money has been made in Wash-<lb />ington that Van Wyck will poll<lb />more votes than all the other<lb />candidates combined, which was<lb />a case of a manTs backing his<lb />enthusiasm instead of his judg-<lb />ment. Needless to say he wasnTt<lb />a professions! gambler.<lb /><lb />Secretary Gage did not deny<lb />the correctness of the statement<lb />published this week purporting<lb />to give the substance of the<lb />financial recommendations of his<lb />annual report to Oongress"<lb />merely said that his report was<lb />not complete and was therefore<lb />not a subject for newspaper uis-<lb />cussion. The three features of<lb />this statewent were the issue of<lb />21 per cent gold bonds in suffi-<lb />cient quantity to refund the<lb />entire bonded debt of the coantry<lb />and to allow $200,000,000 to be<lb />converted into cash; to establish<lb />an issue and redemption bureau<lb />with which shall be deposited<lb />$325,000,000 in gold, to be used<lb />to redeem paper money, and to<lb />make various changes in the<lb />National banking law, inc uding<lb />a reduction of the tax on circula-<lb />tion to a rate just enough to pay<lb />for supervision and the allowance<lb />of banks with $25,000 capital in<lb />towns of less than 4,000 inhabi-<lb />tants. These recommendations<lb />may be made or they may not be<lb />made by Secretary Gage, but<lb />there isnTt the slightesi hesita-<lb />tion in saying that they will<lb />never be favorably acted upon<lb />during the life of the resent<lb />Congress by that body.
