The war scare of the<lb />present week was based upon the<lb /><lb />ing the piacing of orders for a<lb />gillion dollars worth of smoke-:<lb />less powder for the Navy, as soon<lb />as the money could be made<lb />available to pay for it. This is<lb />really about the most war-like<lb />step yet taken by the administra-<lb />tion, and it is not surprising that<lb />it should have created a sensation.<lb />Tt may be a bluff, and there may<lb />be no intention to purchase such<lb />a large quantiiy of smokeless<lb />powder. There would certainly<lb />be no use for it, except for fight-<lb />ing purposes. [t 1s the belief of<lb />gome very cool headed men that<lb />unless the administration can<lb />bluff the new Spanish ministry it<lb />will be in a position where it<lb />must choose between fivhting<lb />and backing down, and the<lb />strongest opponents of the ad-<lb />winistration do not believe it will<lb />back down, simply because to do<lb />80 would be to arouse such pub-<lb />lio indignation that every mem-<lb />ber of the administration would!<lb />be driven in disgrace to private<lb />life. He wants Boss Platt<lb />to win, and doesnTt care a snap<lb />whether it be with Tracy for a<lb />candidate or with a compromise<lb />candidate secured by the with-<lb />drawai of both 'I'racy and Low.<lb />He wants Platt to win because<lb />that would give him a stronger<lb />hola on the New York delegation<lb />to the next Republican National<lb />convention, which Platt has<lb />pledged to the support of Mr.<lb />McKinley for a second term.<lb />Nobody in Washington will be<lb />greatly surprised if tne Demo-<lb />cratic National Committee should<lb />declare Henry George to be the<lb />regular Democratic candidate for<lb />Mayor of New York.<lb /><lb />It is unofficially stated that the<lb />board of Naval officers charged<lb />with the duty of investigating<lb />and recommending to the Sec-~<lb />retary of the Navy the best place<lb />all things considered to. locate a<lb />government plant for the making<lb />of armor for naval vessels has<lb />practically decided that the best<lb />place for the plant is in the south<lb />and that their choice 18 between<lb />Alabama and Tennessee, with the<lb />chances slightly in favor of their<lb />recommending the latter.
