He said:<lb /><lb />oT do not think the government<lb />ought to enter the banking busi-<lb />ness in competition with private<lb />parties, but the postal-savings|<lb />bank need not do this. As I<lb />understand the purpese of the<lb />advocates ofthis system. it is to<lb />accommodate certain small de-<lb />vosiiors who could not in most<lb />casesreach benks and who dis-<lb />sipace their small earnings under<lb />present conditions. If this sys-<lb />tem reaches such people it will<lb />prove a great benefit to them.<lb />Postal-savings barks open a way<lb />for insignificant depositors to<lb />acoginulate and become of appre-<lb />ciible value to the depositors.<lb />In this way such banks are an<lb />incentive for econowy ane induce<lb />thrift. Self respect accompanies<lb />the possession of a little meney,<lb />and sucu a system, therefore,<lb />tends to better citizenship. Now it is overrrn<lb /><lb />with GovernorTs favorites, and<lb />accusations cf the most serious<lb />and scandalous nature are made<lb />against its officers without draw-<lb />ing any denial.<lb /><lb />The proposition to farm out<lb />the convicts ought not to be con-<lb />sidered. If a syndicate can make<lb />money from them, so can the<lb />State, and to turn them over to<lb />nersons whose only purpose it<lb />will be to get the most from them<lb />with the least possible return<lb />offers endless opportunity for<lb />abuse, downright cruelty and<lb />ecandal without end.
