We have before quo-<lb />ted a prophecy of the late General<lb />and. Goyernor Sesles (God rest<lb />his soul!) made som» twenty<lb />years ago, when he was a@ men-<lb />ber of Congress, to the effect that<lb /><lb />unless something 18 done to stop<lb /><lb />the raid upon the national Treas-<lb />ury on this account, tho time will<lb />come when the national govern-<lb />ment must levy adirect land tax<lb />to meet the pension appropris-<lb />tions. Within two months we<lb />have quoted from the now famous<lb />speech of General and afterwards<lb />Prosident Garteld, made in tke<lb />70Ts, that it might be accepted as<lb />a tact that the governmentTs<lb />pension tide had then reached<lb />high water mark, and that a<lb />steady decline in it would be<lb />obzervecd thereafter. It is now<lb />about twice what it was then.<lb />Quoting this observation we de-<lb />veloned the tact that the pension<lb />appropriation bill in the present<lb /><lb />Congress calls for very nearly |<lb /><lb />$140,000,000; to be exact $159,-<lb />434,001; which is almost equal to<lb />~the Treasury's receipts from<lb />o gustoms, almost equa) to its<lb />receipts of internal revenue.<lb />Aad on the heels of this we see<lb />an editorial statement in the<lb />Richmond Dispatch that it is<lb />said to be tha ayowed purpose of<lb />a yery large number, prodably of<lb />a@wajority, of the Grand Army of<lb />the Republic, to secure from the<lb />next Congress a per diem pen-<lb />sion for every person enlisted in<lb />the Union army during the war.�<lb />Such things as these give<lb />warrant for the declaration that<lb />the pensiion problem is one of<lb />the greatest that contronts the<lb />country. Thought-<lb />fal citizens are always ready to<lb />hear intelligent criticism of the<lb />jury system, not alote because of<lb /><lb />the great role it has played in the,<lb /><lb />political development of the<lb />Anglo-Saxon race, but more es-<lb />pecially by reason of its intrinsic<lb />importance in our national life.<lb />The confirmed maligner of all<lb />republican institutions will read<lb />with pleasure part of what Mr.<lb />Woolworth has to say concerning<lb />tne jury system: oHeretofore,<lb /><lb />istered, especially in the Courts.<lb />of the Justices of the Peace, and<lb />I tear in the superior Courts, in<lb />so lax; slack, accidental, ~jndsci-<lb /><lb />triage of justice.� Un-<lb /><lb />Hortanately, tis ~is a sentiment<lb /><lb />. with wich: wany persone, not<lb /><lb />||jury system can be made &amp; means<lb /><lb />booklet and sample |<lb /><lb />Bive, and too often dissolute way, |<lb />~that it bas become a method for<lb /><lb />members of the Bar, feel them-<lb />selves in full accord. More uo-<lb />fortunately still, the feeling is<lb />frequently based upon personal<lb />knowledge of incontrovertible<lb />facts. In the address of the<lb />President of the Bar Association,<lb />instead of adducing insvances of<lb />the inefficiency of the jury, the<lb />speaker wisely chooses to offer<lb />suggestions as to its possible<lb />betterment. He believes that the<lb /><lb />of educating citizens in their<lb />rights and duties. To do this,<lb />the service in both popular and<lb />superior Courts should be made<lb />interesting. The first qualifica-<lb />tion of the juryman should be his<lb />ability to earn a decent living fon<lb />his family; the term of service<lb />should be several weeks, and<lb />twice the ayerage wages should<lb />be paid. It 1s also aptly sug-<lb /><lb />tices of the Peace shoulu be men<lb /><lb />of ability and cheracter who will<lb /><lb />odirect the jury to the very heart<lb /><lb />of the matter,�<lb /><lb />The jury is here, and is here to<lb />stay. It has reached its present<lb />status through centuries of strug-<lb /><lb />gling experiment. But to sup-<lb />pose that within the period ot<lb />historical record it has not ben<lb />changed and modified to suit the<lb />varying conditions of a progres"<lb />sive civilization is a mistake.<lb />The jury system is a growth.
