They had expect: d<lb />~that a large number of appointments<lb />would be made as sun a Congress wis<lb />~out of the way, but only a few were<lb />omade and some of tuem were thoe<lb />owhose nominations had tailed to le<lb />acted upon by the Senate. He alded<lb />to their disgruntlement by, ame: ding<lb />tha civil service rule su that n c flice<lb />~holder in the classified service can be<lb />oremcved except for cause and upon<lb />written charges, and then only after<lb />failure to make satistactory defense.<lb />oHe pleased some of the republican<lb />~~ Congressmen by excepting frem. the<lb />civil service rules some of the conti-<lb />dential employes in each of the inter-<lb />nal revenue and customs districts, but<lb />offended others by extending thre<lb />rules to the smaller Custom Houses<lb /><lb />that were left out by Mr. Cleveland.<lb /><lb />Boss Fianna and Mr. McKinley are<lb />said to be ~on the outs�, and the big<lb />boss left Washington without saying<lb />good Lye to the man he made Presi-<lb />dent and whsm he has been bossing.<lb />There ure different stories as to the<lb />cause of the strained relations, but it<lb />ojs safe to say that they will be patched |<lb />up by the time Mr. McKinley gets to<lb />Ohio, wkere he expects to be curing<lb />the latter part of August. As soon as<lb />he takes time to think, Boss Hanna<lb />will realize that he will need Mr.<lb />McKinley in his busivess before that<lb />Ohio campaign is ended, and if neces<lb />sary will pocket a snub or two to yet<lb />his active assistance, ,<lb /><lb />Mr. McKinley appointed T. V.<lb />Powderly to be Commissioner Gener«l<lb />_of Immigration before he left on his<lb />vacation. This appointment was made<lb />necessary vy the failure of the Senate<lb />to act upon PowderlyTs nomination tor<lb />this position, and a bargain made be-<lb />fore Mr. McKinleyTs election. It has<lb />- been hinted by personal friends of Mr,<lb />McKinley that he will be rather glad<lb />than otherwise should, the Senate<lb />reject PowderlyTs nomination next<lb />winter. In giving him the recess<lb />appointment the bargain that put<lb />Powderly on the stump for McKimey<lb />has been lived up to. If the Senate<lb />declines to let Lim stay there, Mr.<lb />McKiniey will have another good ap-<lb />pointment at his disposal.<lb />_ Representative Prince, of Ill, may<lb />find 1% difficult to square himself with<lb />the editor of the republican organ at<lb />Moline. He had endorsed the editor<lb />for the postmastership of the town,<lb />and, according to the rule in vogue at<lb />the» Post, Office department, that<lb />: dor a went should have been equit"<lb />- olent to appointment. Some of these stories read<lb />like fairy tales, but knowing the men<lb />as I do, seeing them leave here eighteen<lb />months age with barely enough mony<lb />to land them in Alaska, and then see<lb />them return, many werth $10,000,<lb />otiers $50,000, and aot a few over<lb />$100,000, itis no wonder the whole<lb />Pacific coast is wild with excitement.<lb /><lb />you<lb /><lb />This is no guess work, for these men<lb />brought back the dust, and it took two<lb />big express wagons, guarded by eight<lb />men with rifles, to haul the gol¢ from<lb />the boat to the express office, The<lb />next boat down is expected to bring<lb />about $2,000,000. Every one in<lb />Seattle has gone crazy, andthe<lb />steamers cannot begin to handle the<lb />business. This law docs<lb />not forbid a man to write his own<lb />deed or mortgage, a8 come<lb />persons have erroneously thought<lb />but applies only to those per-<lb />sons who write deeds &amp;c, for<lb />other people and receive pay-<lb />ment tor such work.<lb /><lb />The law referred to is found<lb />in section 36 of the new orevenue<lb />act,� which levies a license tax<lb />on every practicing lawyer, and<lb />says that oany and all persons<lb />who shall write deeds, mortgages,<lb />conveyances cr other legal<lb />instruments for a pecuniary cor-<lb />sideration shal! be deemed as<lb />practicing law and subject to the<lb />tux imposed by this section.� |<lb /><lb />Some magistrates and other<lb />persons have been in the habit<lb />of writing deeds and mortgages<lb />fortheir neighbors und receiving<lb />pay for their work. But now<lb />they cannot do this without pay-<lb />ing the special lawyer's license<lb />tax.
