It proyides for a head<lb />tax of $100 on each immigrant<lb />and makes it a misdemeanor for<lb />any alien who does not intend to<lb />become an American citizen and<lb /><lb />_ oto ramain such to enter the Uni-<lb />- tad States for the purpose of en-<lb />gaging inany mechanical trade<lb />or manual labor. Mr. Vest<lb />believes that each sugar schedule<lb />has been a little better for the<lb />sugar trust than the one it suc-<lb />ceeded, nc twithstanding the pub-<lb />lic howl against fayoring this<lb />colossal monopoly. and he pre-<lb />rgented figures to back his balief.<lb />According to his figures, the<lb />present tariff giyes a protection<lb />on 96 degree sugar of 37 cents<lb />per hundred pounds, the Dingley<lb />schedule 41 cents, the Aldrich<lb />schedule 46 cents. and the caucus<lb />schodula, afterwards adopted by<lb />tne Senace, 47 cepts.
