To be ina healthy financial<lb />condition a country must have its'mon-<lb />ey in constant circulation, just the same<lb />as the blood in the body must course<lb />through the veins at a certain rapidity<lb />in order to keep one in a state of<lb />health. Around<lb />his table sat Mr. Brown, Mrs. Brown,<lb />~Mrs. Andrews, the village milliner; Mr.<lb />Black, the baker; Mr. Jurdan, a car-<lb />penter, and Mr. Hadley, a flour, feed<lb /><lb />and lumber merchant.<lb /><lb />Mr.Brown took out of his pocketbook<lb /><lb />a $10 bill and handed it to Mrs. Brown<lb />saying :<lb /><lb />oHere, my dear, is $10 toward the<lb /><lb />$20 I promised you.<lb /><lb />Mrs. Brown handed it to Mrs, An"<lb /><lb />drews, saying :<lb />That pays tor my new bonnet. Hall, a claim agent of this<lb />place, is engaged in an enterprise that<lb />hus created some comment. The negroes<lb />are in great hopes over the prospects<lb />presented to them. :<lb /><lb />The matter is in the shape of a peti-<lb />tion, which Hall has in charge and<lb />which is being treely signed by the<lb />colored people, both men and women.<lb />In. brief, the petition is to be sent to<lb />Washington to ask for a bill to be<lb />presented to enable all the old slaves<lb />to draw a bounty. It seems that some<lb />years ago a bill was intro luced in<lb />Congress for some such purpose, those<lb />between 60 and 70 years old were to<lb />receive $500 in cash and a monthly<lb />payment of $'2, those between 50 and<lb />60 were to get $400) and $10 a month,<lb />and so on down the scale.<lb />This beats in liberality the 40 acres<lb />and @ mule that was confide..tly expect-<lb />ed by the colored people just after the<lb />war. The more intelligent colored<lb />people do not approve of this scheme.<lb />They know that it is all moonshine, and<lb />that such an idea is as impossible of<lb />realization as any project that could be<lb />conceived of,<lb />Now that peas need picking and<lb />other work can be obtained in the<lb />field, these poor, ignorant colored ones<lb />ot the race should be left to pursue an<lb /><lb />honest living instead of having rainbuw<lb />colored visions held up before them to<lb />creaze discontent and idleness.
