It<lb /><lb />requires the gross income for 12<lb />months next perceding the first<lb />day of June of the current year<lb />derived from property not already<lb />: taxed by the State and incomes<lb />. over $1,000 derived from salaries<lb />or fee, vr both, to be listed for<lb /><lb />taxation.<lb />80 aneyenly is this law executed<lb /><lb />that itis but littie more ~hana<lb />grinning farce on the statute<lb /><lb />books. For instance, in Gaston<lb />_ county only three persons return<lb />taxuble incomes. In Iredell<lb /> eounty, one of the wealthiest in<lb />the Stale, with two or three Fed-<lb />_ eral officers, andperhaps as mauy<lb />county officers, who have incomes<lb />from salaries and fees exceeding<lb />$1,000, to say nothing of persons<lb />in private capacity earning hand-<lb />gome salaries, not a dollar of<lb />taxable incomes was retured in<lb />1896. In Burke county, wiere<lb />officers of great State institutions<lb />receive comparatively handsome<lb />salaries, to say nothing again of<lb />federal, county, and corporation<lb />officers, not«adoilar of taxable<lb />incomes was returned in 1896. In<lb />Forsyth couaty, think of it, ouly<lb />$1,498 of taxable income were<lb />reported and the preachers per-<lb />haps reported that- Meckienbarg<lb />and Buncombe came up better<lb />with over $63,000; New Hanover<lb />is.a good leagth ahead with<lb />$102,000, while Wake leads with<lb />$116,000. But in more than 50<lb />counties no incomes is repartee<lb />for taxation<lb />There is reprehensible derelic<lb />tion somewhere. We believe that<lb /><lb />in many cases men do not know!<lb /><lb />that they ure required to report<lb />their incomes. ~The list-takers<lb />also fail often, perhaps, in their<lb />duty to examine diligently into<lb />sucl. matters, or else are not well-<lb />posted themselves. When the<lb /><lb />tax-listers fail, the responsibility<lb />falls naturally upon the county<lb />commissioners or State officers.<lb />If we may be allowed a suggestion<lb />~ta.the latter class, an inviting<lb />field for reform is opened up in<lb />this connection. The law skoald<lb />certainly be made more generally<lb />Operative or be repea~ed."Gas-<lb />tonia Gazette.<lb /><lb />seems<lb />Then You Said Something.<lb /><lb />The question has been asked,<lb />oWho pays the tariff duties? The<lb />Republican tariff advocates have<lb />trie d to make us believe that the<lb /><lb />foreign exporter pays them and<lb /> goat ta thave succeeded in mak-<lb />ing some people believe it- ~The<lb />fact is that the people pay the<lb />tariff | taxes, avd the poor people<lb />~he most of them as they do<lb />1 taxes in proportion to their<lb />: to pay. Tauner<lb />argued that the stoppage of heart<lb />pulsations and of the breath were<lb />of themselves no indication that<lb />actual deatn had taken place.
