That case<lb />holds that the property of an express<lb />company liable to taxation by a State<lb />is not merely the tangible property it<lb />has therein, but it addition such prom<lb />portion of its total capital as the busi-<lb />ness done in such State bears fo the<lb /><lb />entire business done throughout the<lb />Union. It levies upon<lb />the people of North Carolina rates<lb />: high enough to pay their proportionate<lb />opart on the $120,000,000 of capital,<lb />but chey pay taxes to the public only<lb />on their few poles, wires and osich<lb /><lb />like� in North Carolina, valued at only<lb />$182,000. while probably one fortieth<lb />of their busin ss is done in North Caro<lb />-Tina. With high rates<lb />and most of their capitaljexempt from<lb />taxes no wonder sorporas ons aud their<lb />officials are rolling in wealth, while the<lb />people are gettIng so poor that a petty,<lb />office or a iree pass is considered suffi<lb />cient inducement, by the corporations,<lb />to offer members of the Legisloture, to<lb />vote against any change in favor of<lb />better conaitions for the burden bearers<lb />and wealth producers.<lb /><lb />The railroad commissioners can, it<lb /><lb />they will take ~he decisions of the<lb />United States Supreme Court for their<lb />guide, largely increase the amount of<lb />taxes paid by these wealth gatherers<lb /><lb />It may admit of consideration in the<lb />light of the Express Company decision<lb />if the large Life and Fire insurance<lb />companies doing business in the State,<lb />but with their headquarters North, are<lb />not taxable on a prorata part of their<lb />capital, proportionate to the amount of<lb /><lb />business done in this State. The<lb />wealth earners have borne the scle<lb />burden ot taxation loug enough. It is<lb />time the wealth gatherers and wealth<lb />consuwers should pay ~their part.
