This is a substitute to the<lb />original bill introduced by Grant. Tne<lb />substitute is also introduced by the<lb />same senator. ~The bill provides that<lb />the clerk of the court, register of deeds<lb />and chairman ot the county commis"<lb />sioners shall appoint all the registrars<lb />and judges of eleetion, without recom.<lb />mendation of any one, It ignores the<lb />chairmen of the state ard county exec-<lb />utive committees. It also provides for<lb />three ballot boxes, one for township<lb />officers, one for county officers aud one<lb />for state officers. The length of time<lb />to register is extended to the fifth Sat-<lb />urday until 12 oTclock when a voter 1s<lb />The reason shall be stated<lb />on the registration book; that each<lb />chaitman of the state and county of each<lb />political party shall file with the secre<lb />tary of state and clerk of the court a<lb />duplicate ticket that is to be used in the<lb /><lb />challenged.<lb /><lb />election, with the names of all candi-<lb /><lb />pensary at Rutherfordton and, also,<lb />one in Cleveland county if the people<lb /><lb />at an election in May so decide #s to<lb />t<lb /><lb />printing to Guy V.
