The official referred to has<lb />been identified with the third assist-<lb />antTs office for many years and he is<lb />familiar with almost e% very detail in<lb />relation tape stamp question. He has<lb />a large fund of anecdote on the sub-<lb />ject of stamp collectors, which he gives<lb />out in homeopathic doses when not too<lb />busy with the routine business of his<lb />office.<lb /><lb />There are several thrifty stamp col-<lb />ectors in New York who make hand-<lb />some incomes from buying and selling<lb />stamps. A few years ago the postmas-<lb />ter general ordered a reprint of an<lb />obsolete design of a five-cent stamped<lb />envelope. It was a mistake on the part<lb />of the department and as soon as it<lb />was discovered all of these envelopes,<lb />about 10,000 in number, were called in.<lb />A stamp collector in New York in some<lb />way learned that these envelopes were<lb />soon to be called in, so he bought 1,500<lb />of them before the postmaster had time<lb />to send them back to the ccpartment,<lb />After all the others had *~n called in<lb />he had a monopoly of the issue and he<lb />was selling them freely at five dollars<lb />each to ostamp cranks.� He paid but<lb />five cents apiece for them, hence his<lb />protit was enormous.<lb /><lb />There is another incident where a<lb />stamp collector learned that there<lb />would be a short issue of a certain de-<lb />nomination put in circulation, so he<lb />went to the contractor and purchased<lb />$10,000 worth of the new issue. He at-<lb />tempted to sell them at greatly ad-<lb />vanced prices and complaint was made<lb />to the department. An investigation<lb />was ordered and the result was an un-<lb />limited number was ordered to be<lb />printed and the man who had invested<lb />in $10,000 worth was so badly stuck<lb />that he appealed to the department to<lb />redeem those he had not sold.<lb /><lb />oStamp collectors are a queer lot,�<lb />continued the official, ofor there are<lb />many of them in the business who will<lb />resort to almost any means to get hold<lb />of a rare issue. They keep a sharp<lb />lookout for all changes made in the<lb />quality of paper used in the manufze-<lb />ture of stamped envelopes and they<lb />manage to find out every time when a<lb />change in any design of stamp is con-<lb />templated.�"N.
