W.TSociety held its firet tea<lb />at the home of Miss Novella Higgs<lb />Friday evening and it was a most en-<lb />joyable occasion. He is the last of the kings<lb />among men who go to the housetop to<lb />priclaim that in their sacred persons<lb />the sovereign rules by odivine right,� |<lb />and that a king is still othe Lord's |<lb />anointed.� Like to Webster's old soldier,<lb /><lb />| he is a ruler that has come down to us |.<lb />| from a former generation, or rather a<lb /><lb />former age, the dark or the middle one,<lb />when there was no pretension that<lb />royalty might not aspire to which was<lb />not readily acknowledged by the<lb />popular mind. The elder king might<lb /><lb />and did claim that a divinity did hedge<lb />him about, and that the leper who,<lb />touched only the hem of the royal |<lb />mantle would depart whole and clean,<lb />and his claims to anything, natural or<lb />supernatural, were conceded to be good.<lb /><lb />pleasant legal fiction, but it'was once<lb />a matter of popular belief. oNobody |<lb />really belicves it now, but the young)<lb />emperor tries to make it appear as if<lb />cverybody believes it, and he has no<lb />coubt convinced himself that he does.<lb />~Ics he can do so in view of the criti-<lb /><lb />cisims made upon him and his conduct<lb />by even a part of the press of his own<lb />conmtry and the caricature and ridicule<lb />of the foreign newspapers, especially of<lb />the London Punch, seems ineomprehen-<lb />sible, That he is not at all like one of |<lb /><lb />pretends to be, who ruled absolutely,<lb />whose will or whim was the only law of |<lb />his subjects, is easily demonstrated, |<lb />not only by the fact that the people<lb />have their representative. legislature,<lb />who make the laws, impose taxes, and<lb />make or refuse to make appropriations,<lb />but that his old chancellor, banished<lb /><lb />does arraign and defy him and his pol-<lb />icy, and cannot be silenced or punished<lb />for his obduracy.<lb /><lb />The truth is that Emperor William is<lb />really a make-believe survivor of the old<lb />sort of kings who ruled autoeratically,<lb />absolutely, and, as was contended, were<lb />kines by divine right. He does the most<lb />extraordinary things and says them,<lb />and all the world, even in Berlin, looks<lb />on at the spectacle and laughs as if the<lb />kaiser were a king of a sprightly bur-<lb />lesque set before them on the stage. He<lb />is always in evidenee in one way or an-<lb />other, and always suggesting an elder<lb />sort of royalty.
