It is known that seme<lb />of the members of the Senate Commit-<lb />tee on Foreign Affairs have from the<lb />first believed that any action taken by<lb />this country in the direction of extend-<lb />ing aid to Cuba will be followed by an<lb />overt act of war from Spain. There<lb />is, without question, some foundation<lb />for this beef, It is not expected that<lb />Spain will allow the island of Cuba to<lb />be wrested from her without a struggle.<lb />Such a course would undoubtedly re-<lb />sult in the overthrow of the Spanish<lb />Government. Some demonstration of<lb />resistance will have to be made, and<lb />this demonstration may be directed<lb />against this Government. The Span-<lb />ish Government might, indeed, regard<lb />it as good policy to engage in a conflict<lb />with this country in order to divert the<lb />attention of its own people from inter-<lb />nal troubles. There are some persons<lb />in the United States who think that a<lb />war m gut be a good thing in this coun-<lb />try for the same reason.<lb /><lb />The capac'ty of Spain for prosecuting<lb />a war with the United States has al-<lb />ready been thoroughly canvassed, To<lb />guard the 2,500 miles of Cuban coast<lb />line she has now some sixty-one vessels<lb />in service, but the great majority of<lb /><lb />| these would be easy prey for United<lb /><lb />States gunboats. In fact, many of<lb />these small ships would have to be<lb />withdrawn, and it would be practically<lb />impossible forthe coast to be thorou gh-<lb />ly patrolled.<lb />harbors which afford safe landing points,<lb /><lb />and either a volunteer army from this<lb /><lb />country or the regular troops could be<lb />placed with comparative ease upon the<lb />island. As to the outcome of the war<lb />there is no question. The United<lb />States would be victorious and Cuba<lb />would at least be wrenchea from Spain.<lb /><lb />While England would probably not<lb />be pleased to see Spain loose Cuba, her<lb />interference is not anticipated. N<lb /><lb />JUSTICE AGAIN MISCARRIES.<lb /><lb />neem eee<lb /><lb />The Jury Cause a Mistrial by Failing<lb />to Agree"Plea of Murder in Sec-<lb />ond Degree"Nine Years Sen-<lb />tence.<lb /><lb />(Special to Daily Reflector.)<lb /><lb />Wasminaton, N. C. Mar.,2 "The<lb />trial of Stephen Barfield, the negro<lb />wife murderer, in Beaufort county Su-<lb />perior Court, came to a close Saturday,<lb />after being in progress since Tuesday.<lb />The jury, after having the case two<lb />davs, failed to reach a verdict and a<lb />mistrial was ordered by the Court.<lb />Barfield then entered a plea of murder<lb />in the second degree, and was sentenced<lb />to the penitentiary for nine years.<lb />In passing sentence upon Barfield<lb />Judge Robinson said: oThe Court.<lb />thinks that the jury well might have<lb />convicted the prisoner of murder in the<lb />first degree. I regret very much to<lb />take this course, for I think you ought<lb />to have been hanged. You have been<lb />tried fora similar offense before and<lb />acquitted, when the consensus of opin-<lb />icn was that you were guilty. The<lb />sentence of the Court is that you be im-<lb />prisoned in the penitentiary for a term<lb />of nine years.�<lb /><lb />It is reported that on first ballot the<lb />jury stood ten for conviction and two<lb />for acquittal, There were eight col-<lb />ored men on the! jury, each one of<lb />whom, with two of the white men, was<lb />for conviction, the other two white<lb />men being opposed to capital punish-<lb />ment. This mistrial adds another to<lb />the list of murders in Beaufort county<lb />that have been inadequately punished.<lb /><lb />In this case Judge Robinson, after<lb />doing all he could to get the jury to<lb />agree, accepted the plea of murder in<lb />the second degree in order to relieve<lb />the county of the expense of another<lb />trial. Now and<lb />then the trainer, lest he be overlooked<lb />it the shadow of the stellar attraction,<lb />clipped a bit of court plaster with<lb />which he tenderly ~dressed an imagi-<lb />yary scratch on ~the priekled paws of<lb />his employer.<lb /><lb />Eventually the battle takes place,<lb /><lb />weights are back in their rooms. The<lb /><lb />winuer is now the most voluble of the<lb />excited throng which crowds the small<lb />apartment to the door. He recapitu-<lb />lates every blow given'and taken dur-<lb />ing the fight, and points out on the<lb />chin of the backer the exact spot on<lb />Which he landed the final punch.<lb />Everybody is deliriously. happy, for<lb />they have won money, and call the<lb />backer familiarly by his first name.<lb />That astute individual is effusively<lb />solicitous for the welfare of his trained<lb />animal, and presses upon him a drink<lb />of brandy from a very small and curi-<lb />ously wrought bottle, The shape of<lb />the flask creates the. impression that<lb />the liquor is of a superior quality, dis-<lb />tilled expressly for winning pugs.<lb /><lb />He is slow about dressing himself, is<lb />the victor, for the red welts and gouges<lb />on his neck, breast and arms enhance<lb />his popularity 100 per cent. Before trying the<lb />tarcotic, it is best to obtain relief, if<lb />possible, by attacking the cause of the<lb />trouble, For instance, if it be accom-<lb />panied by a fit of indigestion, wash-<lb />ing out the stomach by means of a<lb />stomach tube will often relieve the<lb />most distressing paroxysm. If caused<lb />by a prolapsed stomach or a free kid-<lb />ney, permanent relief may be obtained<lb />by restoring these organs to proper po-<lb />sition.
