But by taking advantage of political<lb />finance laws, the caucus has built a fund-raising juggernaut<lb />- unlike anything else in-town. It has a traditional political<lb />fund-raising arm, subject to federal rules. But it also has a<lb />network of nonprofit groups and charities that allow it to<lb />collect unlimited amounts of money from corporations and<lb />labor unions. From 2004 to 2008, the Congressional Black<lb />Caucus Ts political and charitable wings took in at least $55<lb />million in corporate and union contributions, according to<lb />an analysis by The New York Times, an impressive amount<lb />even by the standards of a Washington awash in cash. Only<lb />$1 million of that: went to the caucus Ts political action<lb />committee; the. rest poured into the largely unregulated<lb />nonprofit network. (Data for 2009 is not available.) The<lb /><lb />" disadvantaged African-American by providing scholarships<lb />and internships to students, researching policy and holding<lb />_ Seminars on topics like healthy living. But the bulk of the<lb />money has been spent on elaborate conventions that have<lb />become a high point of the Washington social season, as<lb />well as the headquarters building, golf outings by members<lb />of Congress and an annual visit to a Mississippi casino resort.<lb />In 2008, the Congressional Black Caucus Foundation spent<lb />more on the caterer for its signature legislative dinner and<lb />conference  " nearly $700,000 for an event one organizer<lb />called  oHollywood on the Potomac ?  " than it gave out in<lb />scholarships, federal tax records show. At the galas, lobbyists<lb />and executives who give to caucus charities get to mingle<lb />with lawmakers. They also gef seats on committees the<lb />caucus has set up to help members of Congress decide what<lb />positions to take on the issues of the day. Indeed, the<lb />nonprofit groups and the political wing are so deeply<lb />connected it is sometimes hard to tell where one ends and<lb />the other begins.<lb /><lb />Even as it has used its status asa civilrights Organization to<lb />become a fund-raising power in Washington, the caucus<lb />has had to fend off criticism of ties to companies whose<lb />business is seen by some ds, detrimental to its black<lb />constituents. These include cigarette companies, Internet<lb />poker operators, beer brewers and the rent-to-own industry,<lb />which has become a particular focus of consumer advocates<lb />for its practice of charging high monthly fees for appliances,<lb />televisions and computers. Caucus leaders said the giving<lb />had not influenced them.  oWe're unbossed and unbought, ?<lb />said Representative Barbara Lee, Democrat of California<lb />and chairwoman of the caucus,  oHistorically, we T ve been<lb />known as the conscience of the Congress, and we're the<lb />ones bringing up issues that often go unnoticed or just aren Tt<lb />on the table. ? But many campaign finance experts question<lb />the unusual structure.  oThe claim that this is a truly<lb />philanthropic motive is bogus  " it Ts beyond credulity, ? said<lb />Meredith McGehee, policy director at the Campaign Legal<lb />Center in Washington, a nonpartisan group that monitors<lb />campaign finance and ethics issues,  oMembers of Congress<lb />should not be allowed to have these links, They<lb /><lb />#<lb /><lb />| cept many thi<lb />_ from many others, At one time the<lb /><lb />caucus says its nonprofit groups are intended to help.<lb /><lb />tion, we were informed that any of-<lb />ficer must be invited into a home<lb />without a prior warrant being issued.<lb />The Jenkins are still very frightened<lb />and concerned for their safety. They<lb />are even hesitant to call the Sheriff<lb />Dept. in case of future break-ins.<lb />Unfortunately, the Jenkins family is<lb />no stranger to trouble i. Living in<lb />_ Vansboro for over 79 years, a town<lb />with a long history of racial tension<lb />Mr. Jerikins has seen his fair share of<lb /><lb />a racist behavior by local lawenforce-<lb /><lb />~ ment . He recalls Like many African-<lb /><lb />m= Americans growing up in the segre-<lb /><lb />_ gated South, he has learned to ac-<lb />things and walk away<lb /><lb />Jenkins Family lived on one of the<lb /><lb />| largest farms in Vansboro, a place<lb />- where he still resides. At one point<lb /><lb /> oafter being told by-someone wishing<lb /> to buy his property he was asked  "<lb />_ have youever seen a Black man with<lb />_ this much property. Shortly after re-<lb />~~ fusing to sell the original family home<lb />- had been destroyed a fire set by sus-<lb />~ pected Klu Klux Klan members.<lb />Years after rebuilding crops were set:<lb />ablaze shortly after harvest. He has<lb />awoken to the sight of several burn-<lb />ing crosses in his front yard even as<lb />recent as1982. His home has been<lb />shot upon countless times while ra-<lb />cial slurs rang out from the car. Un-<lb />believably, in all these cases: no<lb />charges were ever filed. The Jenkins<lb />remained silent they are a living ex-<lb />ample of Black History a tmuepic-<lb />ture of what perseverance and hard<lb />-work can accomplish, It is Mr.<lb />Jenkins belief that all these attacks<lb />that he and his family have endured<lb />over the years stems from-one thing<lb />» to get him to sell his property, a<lb />long time  request from other local<lb />* farmers. Mr. Jenkins and his wife<lb />however are resilient pedple and<lb />have no intension on selling.
