Black<lb />Male Employment in the<lb />Recession, ? released by the<lb />Center for American Progress,<lb />a Washington, D.C.-based think-<lb />tank, on Friday.  oThe recession<lb /><lb />is taking its toll on most<lb /><lb />Americans and has resulted in<lb /><lb />job losses not seen in almost 25<lb /><lb />years, but Black men have felt<lb /><lb />its effects particularly hard, ? the<lb /><lb />report Ts author, Alexandra<lb /><lb />Cawthorne, said.  oBlack men.<lb /><lb />have long faced limited<lb />employment prospects and<lb />disproportionately high rates of<lb />unemployment. The current<lb />degree of job loss among Black<lb />men is particularly alarming. ?<lb />Among the report Ts findings:<lb />lead the<lb />unemployment surge, with an<lb />unemployment rate of 15.4<lb />percent *Over a third of young<lb />Black men aged 16 to 19 in the<lb />labor market are unemployed<lb />*Eight percent of Black men<lb />have lost their jobs since<lb />November 2007 *Black men<lb />without criminal records tend to<lb />have a tougher time finding<lb /><lb />a employment than White. men<lb /><lb />who have been convicted by the<lb />criminal justice system. Those<lb />figures stand out further when<lb />compared to job prospects for<lb /><lb />White men, While the<lb />RAS] Unemployment rate for Black<lb />| males is 15,4 percent, it is only<lb />282] 5.5 percent for White males.<lb /><lb />"Whites males age 16 to 19 also<lb /><lb />do significantly better in the<lb />recession compared to their<lb /><lb />Black counterparts; with 17.<lb /><lb />percent unemployed and with<lb />median earnings of $55,000,<lb />compared to $35,000 for Black<lb />males.  oIt is a fact that a Black<lb />man earn 70 cents to every<lb />dollar of a White man, ? said<lb />Cawthorne. Algeron Austin,<lb />Director of the'Race, Ethnicity<lb />and Economy Program at<lb />Washington Ts Economic Policy<lb />Institute, said that Black men Ts<lb />troubles in the labor market<lb />have had an negative impact on<lb />the economic viability-of Black<lb />America. He. said that<lb />Cawthorne Ts report has<lb />confirmed what he has known<lb />for some time.  oBlack<lb />communities. suffer under a<lb />permanent recession, ? Said<lb />Austin.  oIt comes from a<lb />number of factors but Black<lb />men have problems finding jobs<lb />because of racial discrimination,<lb />issues with the criminal justice<lb />system and inadequate<lb />education, mainly a large<lb />number of high  school<lb />dropouts. ? Black men face<lb />other hurdles as they seek<lb />employment, such ag dealing<lb />with cultural discrimination in<lb />the application process and<lb />having to deal with the credit<lb />industry.  oA recent study<lb />examined the effect of a  Black-<lb />sounding T name like Jamal<lb />Jones or Tyrone Washington on<lb />receiving a positive response<lb />from employers, ? said Austin.<lb /> oResearchers  sent out similar<lb />Tesumes with  oBlack-sounding T<lb /><lb />| Employment is lacking by anes wricn<lb /><lb />and  oWhite-sounding T names to<lb />employers in Chicago and<lb />Boston. Resumes with  White-<lb />sounding T names received 50<lb />percent more callbacks for<lb /><lb />interviews. ? BarbaraAmwine,<lb /><lb />executive director of the<lb />Lawyers T Committee for Civil<lb />Rights Under Law, said that the<lb />use of credit reports to<lb />determine employment has<lb />become a problem for Black<lb />men.  oA story in {USA Today} .<lb />said that 43 percent of<lb /><lb />employers check credit history<lb />for entry-level positions, ? said<lb />Arnwine.  oThese are not<lb />Positions for middle and upper<lb />management: or even for jobs<lb />handling money: these are for<lb />entry-level jobs. ? Amwine said<lb />that 48 percent of Blacks have<lb />a negative credit history as<lb />opposed to 24 percent-of<lb />Whites. She attributes the high<lb />negative credit ratings among<lb />Blacks to lack of financial<lb />education and poor -<lb />employment prospects.  oIt is a<lb />dilemma for Black men, ? she<lb />said.  oThey are not able to get<lb />ajob to pay their creditors, ? The<lb />report recommends certain<lb />steps that policymakers should<lb />make to help Black men in the<lb />labor market: *Combat racial<lb />discrimination by employers;<lb />*Modernize the unemployment<lb />insurance system; *Support the<lb />Employee Free Choice Act,<lb />which allows workets the right<lb />to unionize much, easier;<lb /> oImprove education and early<lb />links to the labor market;<lb />*Support the creation of  ogreen<lb />jobs ? in low-income<lb />communities; and *Develop<lb />comprehensive re-entry<lb />services for ex-offenders.<lb />Arnwine said a bill that will be<lb />introduced in the U.S, Congress<lb />shortly, the Equal Employment<lb />for All Act of 2009, will level<lb />the employment field for people<lb />who cannot find work because<lb />of negative credit histories.<lb />Cawthorne said that Solving the<lb />Black male unemployment<lb />problem will help the nation as<lb />a whole. ?Racial equality and<lb />equal opportunity must be at the<lb />forefront of policies that will<lb />advance economic recovery and<lb />create jobs, ? she said.<lb /> oPolicymakers should not only<lb />access the actual and<lb />anticipated effects of Policies<lb />and budgets on disadvantaged<lb />communities like low-skilled<lb />Black men, but also identify<lb />Ways t© maximize equity and<lb />inclusion-especially in the<lb /><lb /> context of the economic<lb /><lb />recovery, ?<lb /><lb /></p>
